Third legislative district in North Cotabato pushed

ANOTHER legislative district should be carved out in North Cotabato due to its growing population, a bill proposed in the Senate stated.
Citing data from the National Statistics Office, Senator Ferdinand Marcos Jr. said the province’s population stood at 1,226,508 in 2010, a number which is vital in keeping the province’s leadership in the production of cereals, tropical fruits, vegetables, sugarcane, coconut, coffee, freshwater fish, and livestock.
Under the bill, the first legislative district shall be composed of the municipalities of Pikit, Pigkawayan, Alamada, Libungan, Midsayap, and Aleosan.
The second legislative district will be comprised of Kidapawan City and the towns of Makilala, Magpet, Roxas, Antipas, and Arakan.
The towns of Banilisan, Carmen, Kabacan, Matalam, Mlang, and Tulunan shall constitute the third legislative district.
The proposed reapportionment has complied with the requirements laid down in the 1987 Constitution, which states that each legislative district — with a minimum population of 250,000 — shall comprise contiguous, compact, and adjacent territory.

President wants assistance plan for banana growers by Monday

PRESIDENT Benigno Aquino III has directed his economic managers to come up with an assistance package for banana growers affected by China’s restrictions on bananas coming from the Philippines.
Presidential spokesperson Edwin Lacierda said the President wants the assistance plan to be submitted on his table by Monday.
“The President was very, very emphatic if we are going to provide assistance. Let’s focus on those who really do need those assistance,” Lacierda said.
He said there will be assistance to packaging due to China’s phytosanitary restrictions. Assistance in form of cash or fertilizer is also being eyed by the government.
“And all these details that will be finalized as the President asked the economic team, the respective government officials, to come up with a definitive package assistance plan by next week,” he said.
Lacierda said the government will find other market for banana exporters as long-term solution to the problem considering reports that Chinese are not buying bananas from Philippines although China has already allowed their entry.
“Long term is primarily to broaden the markets and to increase the markets of our banana exports. Like I said, only 30 percent of our banana exports go to China and so we have to focus on the growers. Not all the banana exports are suffering as what the export association claims it is,” he said.
China recently prevented entry of some banana shipments from the Philippines after some Chinese inspectors reportedly found pests in the shipments.
Domestic banana exporters earlier complained of billion peso losses since China’s imposition of tighter restrictions two months ago.
The restrictions came amid the territorial dispute over of Scarborough (Panatag) Shoal in the West Philippine Sea.
The Department of Agriculture earlier said about 170 containers of fresh bananas were allowed to enter China since May 23.

Aquino: I am not controlled by Llamas, Akbayan

PRESIDENT Benigno Aquino III on Friday denied being controlled by his presidential adviser on political affairs Ronald Llamas and the Akbayan party-list as alleged by Chief Justice Renato Corona at his impeachment trial last Tuesday.
Aquino dismissed Corona’s accusation during his attendance at the Akbayan’s Fifth Regular Congress at the Philippine International Convention Center in Pasay City.
“Tama po ‘yung sinasabing hindi po tangan ng Akbayan, at hindi niyo ako tangan, tangan tayo ng taumbayan (I am not controlled by your group. I am controlled by the people),” the President said.
Corona in his opening speech at the Senate impeachment court alleged that the President was influenced by the leftist group apparently referring to Llamas, who is a former president of leftist group Akbayan.
He alleged that Llamas and his allies hold the President by the neck.
Akbayan is a coalition partner of the Liberal Party in the 2010 presidential elections.
Akbayan spokesperson Risa Hontiveros-Baraquel also denied that her group is controlling the President.
In his speech, Aquino reiterated that Hontiveros-Baraquel will be included in the Liberal Party’s senatorial lineup in the 2013 elections.
Others present during the event were Presidential Adviser for Environmental Protection Nereus Acosta, National Anti-Poverty Commission Secretary Joel Rocamora, Technical Education and Skills Development Authority Secretary Joel Villanueva, Commission on Human Rights Chairperson Loretta “Etta” Rosales, Bureau of Immigration Commissioner Ricardo David and some members of the House of Representatives.

Palace: Corona validated charges against him

CHIEF Justice Renato Corona confirmed the charges against him through his testimony at the Senate impeachment trial Friday, a Malacañang spokesman said.
Presidential spokesperson Edwin Lacierda said Corona “has become the best witness for the prosecution” as he admitted having dollar accounts, which are not listed in his statement of assets, liabilities and net worth (SALN).
“Mr. Corona has finally admitted what the impeachment court had wanted to find out. Had he withheld information from his SALN? He did. Did the information include dollar accounts? Yes,” Lacierda said.
He noted the significant increase in Corona’s assets for the last two years.
“In 2010 SALN, he reported 3.5 million pesos in cash. Today, he admitted he has 80 million pesos in the bank, and that furthermore, he has $2.4 million dollars,” he said.
Lacierda said Corona “has proven, by his demeanor and his very own statements, the validity of the charges against him, and provided evidence more than sufficient to determine his fate.”
The Palace official also criticized Corona’s defense that he did not declare his dollar accounts because of Republic Act 6426, or the Foreign Currency Deposit Act of the Philippines.
“By his testimony today, Mr. Corona has proposed that a 1974 law is supreme over the requirements of the 1987 Constitution,” said Lacierda.
“He has made his legal legacy a ‘Get Out of Jail Free Card’ for all officials who are plunderers and crooks,” he added.
“They will merely have to park their ill-gotten funds in foreign currency accounts to immunize themselves from the effects of our anti-graft laws,” he said.
Lead prosecutor Niel Tupas Jr. shared Lacierda’s view in saying that Corona’s interpretation of the law is “ridiculous.”
“If that’s the interpretation, then all the crooks in government will just convert their money to dollars and the constitutional provision on disclosure to the public will be rendered nugatory,” he said.
During clarificatory questioning from Senator Chiz Escudero, Corona said there seems to be a conflict between the foreign deposit law and the SALN Law.
“I believe that the dollar deposits need not be reported in the SALN because of RA 6426,” Corona added.
Corona admitted that he has $2.4 million accounts and P80 million in peso accounts but dismissed the $10 million to $12 million claim of Ombudsman Conchita Caprio-Morales allegedly contained in 82 dollar accounts.
Aurora Representative Sonny Angara said it is now up to the senator-judges whether they will accept a “scoundrel’s interpretation of law.”
“Will they accept that absurd interpretation of the foreign currency deposit law? How come no one is condemning the Chief Justice for that interpretation? It’s really, really crazy,” Angara said.
House Deputy Majority Leader Miro Quimbo, a spokesperson for the prosecution, said Corona should not only be convicted for the substantial money he failed to declare in his SALNs, but also for his “anomalous interpretation” of the law.
Lawyers of Corona have made a formal offer of evidence to mark the end of their presentation of facts to dispute the allegations against the magistrate.
Lead defense counsel Serafin Cuevas made the manifestation on Friday as earlier mandated by Senate President Juan Ponce-Enrile.
The court also accepted the additional documentary evidence from the prosecution with the defense expected to submit its reservations on these on Monday.

Suspected bike thief nabbed

MABALACAT — A 31-year-old man suspected of stealing a motorcycle in Barangay Dau here was arrested during a hot pursuit operation conducted by the town police.
Edrick Catli Natividad of South Daang Bakal was charged in court for alleged violation of Republic Act 6539, or the Anti-Carnapping Act of 1972, said Superintendent Rodney Raymond Louie J. Baloyo IV, town police chief.
Richie Reyes, of Sitio Panday Pira in said barangay, said his motorcycle was stolen between 2:30 a.m. and 5:30 a.m. of Wednesday.
Baloyo said Inspector Jesus Dungca, Dau police commander, immediately dispatched a team to pursue the suspects, leading to Natividad’s arrest.
However, the suspect’s two other cohorts managed to escape during the police operation, Baloyo said.
The two other suspects, Rodel Gomez and a John Doe, were also charged with carnapping, Baloyo said.

Sampaguita livelihood project for Lubao folk launched

LUBAO — Governor Lilia Pineda and Mayor Mylyn Pineda-Cayabyab launched Thursday a backyard livelihood program that promotes the propagation of sampaguita, the country’s national flower, as a source of income for locals of Barangay San Roque Dau.
Both officials led the formal turnover of some 4,000 sampaguita seedlings to Barangay San Roque Dau barangay chairman Luzviminda Bautista. The seedlings are set to be distributed to various households here that would like to cultivate the shrub for commercial purposes.
Pineda said the flowers are also used for perfumes and for making tea and are among the favorite flower adornments for Roman Catholic Churches and household altars.
“The truth is, San Roque Dau is among the first barangays to have cultivated sampaguita for local consumption. The first seedlings that were used here were brought from Laguna by one Carding Lalic,” Pineda said.
Pineda-Cayabyab, for her part, said the support of the province will greatly boost the local sampaguita industry here and provide more opportunities for households to earn money.
At present, the sampaguita flowers harvested from Lubao are being sold in Metro Manila. Many families here were able to send their children to school by cultivating and selling sampaguita flowers.
Pineda-Cayabyab said they are open to the plan of the Provincial Government, the Department of Labor and Employment (Dole) and the Department of Science and Technology (DOST) to use other measures to develop the local industry here.
Governor Pineda said they are now studying the plans to extract essential oil from sampaguita flowers as basic ingredient for perfume.
She said the Dole and DOST are set to provide technical and skills assistance to local cultivators to improve their productivity levels.
“We will also be extending assistances in terms of farm inputs to local cultivators,” Pineda added.
Bautista thanked the officials for extending such assistance to her barangay. She said they have started encouraging households with wide vacant spaces to go into sampaguita cultivation.
“The cultivation of sampaguita requires minimum maintenance and expenses on the part of the farmer. It is an easy but sustainable way of earning money,” Bautista said.

Guv hopes Surigao will adopt Pampanga quarry system

CITY OF SAN FERNANDO — Pampanga Governor Lilia Pineda is hoping the Provincial Government of Surigao del Norte would immediately adopt the province’s quarry operations system “so they could increase their income and harness the full potential of their own quarrying activities there.”
“Iyung sa kanila kasi na existing system ay medyo baligtad unlike itong sa atin sa Pampanga na ang probinsiya ang nagha-handle lahat. We found out as I was discussing with Governor Sol na there is little structure at nasa LGU [local government unit] lahat from issuance of permits to fees. Sana mai-adopt nila ang sistema natin para lumaki ang income nila sa quarry sa Surigao,” Pineda told reporters after Provincial Government Environment and Natural Resources Officer Art Punsalan and other officials shared before Surigao del Norte executives led by Governor Sol Matugas the template of the province’s quarry operations.
Surigao del Norte, Pineda said, has vast potential in quarrying much that it is not sand and gravel in their operations but minerals and gold as well.
“We are very much willing to share our system so they can adapt it to their specific needs. Sayang naman ang income na makukuha nila na sa palagay ko ay magiging doble pa at malaking tulong sa pagtugon sa basic services ng mga tao doon,” Pineda said.
For her part, Matugas expressed appreciation and similar hopes her administration could immediately adopt the Pampanga quarry system, considering they only have 365 days [before elections in 2013] to institute reforms and changes in Surigao del Norte’s quarry operations.
“Pampanga’s system is so organized. What we actually learned for a few hours is a year’s learning. We hope too, that we can adopt and implement it soonest so we can develop our own quarry industry,” said Matugas.

CITY OF SAN FERNANDO — The PTT Petroleum Company has professed its willingness to pour in bigger investments in this city.
In reports gathered by Sun.Star Pampanga, the Thailand-based petrol company was noted to have chosen the business-friendly city where it would build a petroleum depot.
Mayor Oscar Rodriguez said the intentions of PTT is a welcome development, though he admitted “there were no certainties yet” as of Thursday.

Locating the depot, he added, would also have to be considered once the intention is formalized.
“Since it is a depot, we might have to find a suitable location for it. Probably we’ll look northeast or northwest towards Barangay Pulung Bulu. Most of our developments like the CBD [Central Business District] have been mapped out and we will not be able to accommodate it there. Still, there are no certainties but their intentions alone are welcome in the City of San Fernando,” said Rodriguez.
