‘Defend schools’

WITH natural disasters affecting many schools recently, the Department of Education (DepEd) 7 wants to raise awareness on disaster risk reduction among school administrators, teachers, and children in Central Visayas.
In a memorandum, DepEd 7 Assistant Director Carmelita Dulangon also directed school officials to implement measures against typhoons, floods, landslides, and tornadoes.
School officials must ensure that school buildings can withstand heavy rains and strong winds.
“The school personnel should be able to anticipate risks of natural and manmade hazards to ensure the safety of schools before, during, and after an emergency, to enable learners continued access to education,” read the memorandum.
School officials, said Dulangon, must address the problem of poorly built school structures and the teachers’ little knowledge about risk reduction, as well as the lack of warning mechanisms in schools and the absence of risk assessments.
She directed school officials to conduct disaster response drills regularly and to observe DepEd policies on suspension of classes.
Dulangon also instructed school officials to store textbooks, teaching manuals, school records and school equipment in a place where they can be protected against floods.
School officials should also learn about the nature of typhoons and other weather disturbances, their signs and warnings, effects and dangers.
“Moreover, schools are encouraged to involve the students, their families, and their communities in preparing for disasters, for this is an effective method of raising their awareness about risk reduction,” read the memorandum.
Floods
Meanwhile, with flash floods happening around the country every year, the Regional Development Council (RDC) has agreed to support the Central Cebu River Basin Management Council (CCRBMC).
The CCRBMC is supposed to reconcile land use plans affecting Central Cebu river basins, as well as oversee the effort to manage, rehabilitate and protect them.
All the stakeholders have defined responsibilities under a memorandum of cooperation.
Emmanuel Rabacal, chair of the RDC’s Infrastructure Development Committee (IDC), said that the Economic Development Committee (EDC) met last Nov. 10 and agreed to support CCRBMC as a strategy to manage and promote sustainable development in the river basins
in Central Cebu.
There are four Central Cebu River Basins: the Mananga River Basin with boundaries located in the cities of Cebu, Talisay and Toledo, and the municipality of Minglanilla; Combado-Lusaran River Basin, with boundaries located in the cities of Cebu and Danao and the municipalities of Balamban, Asturias and Compostela; Kotkot River Basin, with boundaries located in the cities of Cebu and Danao and the municipalities of Compostela, Liloan and Consolacion; and the Central Cebu River Basin, with boundaries located in the cities of Cebu, Talisay and Mandaue and the municipalities of Consolacion, Liloan and Compostela.
Leaders
The Department of Environment and Natural Resources (DENR) conducted a workshop last year and created the CCRBMC Steering Committee.
This is composed of the archbishop of Cebu as chair, with the DENR 7 regional executive director as co-chair. The members are the Cebu governor; Cebu City mayor; regional directors of the National Economic Development Authority (NEDA), Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), and the Commission on Higher Education (CHED); and presidents of Cebu Uniting for Sustainable Water (CUSW) and the Cebu Chamber of Commerce and Industry (CCCI); and the general manager of the Metropolitan Cebu Water District (MCWD).
A technical working group (TWG) was also organized to draft the general policy and guidelines for the CCRBMC.
Rabacal said it is very important for Cebu’s leaders to focus on preserving, protecting and studying how to manage the river basins.
Some parts of Metro Cebu were already hit by flash floods last year and the problem could get worse, Rabacal said, if the government will fail to stop the cutting of trees in areas near the river basins.
