‘Military campaigned for pro-Arroyo party-list in 2004 polls’

A REPORT that investigated military participation in alleged election fraud supposedly covered up soldiers’ involvement in campaigning for the Alliance for Nationalism and Democracy (Anad), a party-list group reportedly allied with then President Gloria Macapagal-Arroyo.
This was revealed by Bayan Muna Representatives Teddy Casiño and Neri Colmenares, citing the Mayuga report which looked into military involvement in alleged election fraud during the 2004 presidential elections.
The report said that a certain Colonel Rey Ardo have gone around Lanao and other areas in Mindanao during the election period to campaign for Anad party-list and against progressive party-list groups including Bayan Muna, Casiño and Colmenares said.
The report was prepared by a panel created in 2006 that was led by former Navy Vice Admiral Mateo Mayuga. The panel was tasked to investigate the involvement of Armed Forces of the Philippines (AFP) officers in the alleged fraud during the 2004 presidential elections.
“Lieutenant Colonel Elmer Logronio testified that Colonel Ardo asked him to call for a meeting with mayors in Lanao, but in the said meeting what was discussed was ensuring Anad’s victory,” Representative Colmenares said.
In his testimony before the Mayuga panel, Logronio said he was tasked by Ardo to “distribute leaflets and information sa Anad and to make sure na mananalo ang Anad” (distribute leaflets and information about Anad to make sure it wins).
“Party-list lang sir ang sinasabi. Ang pagkakaintindi ko may panlaban tayo sa mga party-list na prine-present nila halimbawa iyong Bayan Muna,” Logronio said, when he asked if they were informed that Anad was a party-list group.
Lieutenant Colonel Ronald Villanueva meanwhile testified that Ardo’s request to him was only to “reduce the influence of left-leaning party-list organizations by telling my personnel and asking the running people (candidates) there how much he can contribute and if he can help Anad because it was given to me as additional assignment to help Anad.”
Villanueva further said that voters in Lanao del Norte was only interested in the positions of mayor and vice-mayor; and that “they can directly tell the Comelec (Commission on Elections) to place Anad so many votes”. He also said that “most of the things were done when they are counting already.”
“Telling Comelec to place Anad votes ‘when they are counting already’ was a loaded statement that should have merited Mayuga’s attention,” Representative Colmenares said.
According to Anad party-list’s website, “as a result of the 2004 elections, Anad party-list then was to have one seat with over 300,000 votes but some opposing forces fought hard and eventually prevented Anad party-list taking its rightful seat in Congress”.
Sun.Star sought comments from Representative Pastor Alcover Jr., who has been Anad’s party-list representative since 2007, but he did not reply.
Casiño also said that Annex 87 of the Mayuga report showed Anad party-list documents attacking not only Bayan Muna but also former Vice President Teofisto Guingona and now Senators Chiz Escudero and Alan Peter Cayetano.
The party-list lawmakers said AFP officers ordering or even requesting AFP personnel to involve in partisan political activity may be charged under the Anti-graft law for “persuading, inducing or influencing another public officer to perform an act constituting a violation of rules and regulations…or an offense in connection with the official duties of the latter”.
“In any case, the disinterest of Mayuga in investigating deeper into AFP personnel involved in campaigning for or against party-list candidates again puts into question whether the Mayuga investigation was merely for show rather than a serious investigation into military involvement in electoral fraud and partisan political activity,” Casiño said.
Casiño urged Congress to take up the House resolution they have filed seeking an investigation over the issue. Otherwise, if the House panels won’t take up the resolution, lawmakers will be no different from the Mayuga panel. (Kathrina Alvarez/Sunnex)
