Elderly indigents receive stipends

CITY OF SAN FERNANDO — More than 5,000 poor elderly, aged 77 years old and above, in Central Luzon are currently benefitting from the National Government’s Social Pension Program (SPP).
Department of Social Welfare and Development (DSWD) Regional SPP Focal Person Nitz Infante said at least 5,379 indigent elderly not receiving any pension, who are without any permanent source of income and have no regular support from relatives, get a monthly stipend of P500.

Based on their records, Infante said Nueva Ecija has the most number of beneficiaries in the region with 1,970, followed by Bulacan (944), Pampanga (905), Tarlac (864), Zambales (330), Bataan (206) and Aurora (160).
Infante said the beneficiaries were selected using the National Household Targeting System for Poverty Reduction (NHTS-PR) – the similar instrument used in determining the grantees of the Pantawid Pamilya and Cash-For-Work programs.
NHTS-PR uses the Proxy Means Test (PMT) in the selection of recipients for social welfare programs and services.
The PMT is an electronic formula composed of socio-economic variables that ranks and selects the household beneficiaries based on the household assessment form (HAF) filled-up during the enumeration.
A household whose economic condition falls on or below the poverty line would qualify for the specific programs and services of DSWD.
The conferment of a P500 monthly stipend to poor elderly is stipulated under Republic Act 9994, otherwise known as the Expanded Senior Citizens Act of 2010.
The law exempts all senior citizens from paying value-added tax, thus enabling them to enjoy the full 20-percent discount on their purchases of essential goods and services.
Aside from the monthly financial aid, indigent senior citizens are likewise entitled by law to free vaccinations against influenza virus and pneumococcal disease, as well as five percent discount on electricity and water bills provided that the utilities are registered in their name and its monthly consumption does not exceed 100 kilowatt hours of electricity and 30 cubic meters of water.
