Aquino ally gives President high rating based on 2010 Sona

July 1, 2011
A HOUSE leader said President Benigno Aquino III’s first year in office should be rated on how he has delivered based on his 2010 State of the Nation Address (Sona) and not on the fulfillment of the promises he made during the campaign in last year’s election.
House Deputy Speaker Lorenzo Tañada III said President Aquino deserves a grade of B to B+ or 8 to 8.5 numerically if the 2010 Sona was to be used as a yardstick.
Tañada, spokesperson of the Liberal Party, said that the people rating the President also ought to place themselves in his shoes.
resident Aquino inherited the biggest budget deficit, the ‘land mines’ in the different departments and line agencies, the corruption that was imbedded,” he said.
Tañada said President Aquino should now prepare to deliver a much “bolder” Sona where he can also spell out the road maps “showing what kind of economic paradigm does he believe in”.
The lawmaker also lauded Aquino for creating a study group in Malacañang tasked to study the Freedom of Information (FOI) bill, a measure pushed for by several of his colleagues.
t for Bayan Muna Representative Teddy Casiño, one of Aquino’s biggest failures in his first year in office is actually the administration’s failure to ensure the passage of the FOI measure.
Casiño, an author of one of several pending FOI bills, said the passage of an FOI bill was key to greater transparency and accountability in government.
“A government that prevents its passage is a government that does not want transparency and accountability. Just like the previous administration, the Aquino government does not want a genuine FOI bill. It wants a watered down version that will allow public officials to hide crucial information from the public,”
Out of the 107 priority measures of the House of Representatives, the FOI bill, which is still pending in the House Committee on Public Information, ranks only 71st.
Casiño also lamented Congress’ failure to pass a bill that would protect whistleblowers from retaliation by corrupt public officials.
“The President keeps on praising people like Heidi Mendoza and Col. George Rabusa but does nothing to push measures that would protect them. This is hypocrisy, plain and simple,” he said. Mendoza and Rabusa exposed military corruption in recent congressional hearings.
Meanwhile, amid increasing criticisms and dipping survey ratings, several Aquino allies said his first year into the presidency remains on target with his campaign commitments and very focused in leading the war against graft and corruption.
This was the assessment of Iloilo Representative Jerry Treñas and Western Samar Representative Mel Senen Sarmiento as they pointed out that while public relations may not be the President’s strongest suit, his “honesty and dedication to serve public good is really beyond question”.
“The President might need some adjustments with respect to his public relations skills, and his communications people might need to work harder to bring across the message of reform which is the core foundation of the Aquino administration but overall, the president has done excellently well in achieving much of his campaign commitments,” said Trenas, chairman of the House Committee on Good Government and Public Accountability.
He noted in particular the positive reforms that are now taking place in the Department of Public Works and Highways, which now ensures the judicious use of funds in public works projects.
“I think that despite all the criticisms thrown at his administration, nobody, not even the opposition, can dispute that fact that things are getting better for our country and for our people,” Sarmiento, for his part, said.
Sarmiento added that Aquino’s success in ensuring transparency in the use of government funds has earned the country a series of credit ratings upgrade. (Sunnex)
