Aquino finalizes Sona speech

PRESIDENT Benigno Aquino III is all set for his second State of the Nation Address (Sona) on Monday.
Presidential Development and Strategic Planning Secretary Ricky Carandang confirmed that the President already finalized his speech Sunday.
“It’s done. The President saw six drafts before it was finalized but we actually had about eight or nine drafts,” Carandang said.
Carandang belongs to the team of President Aquino’s speech writers.
“The President will talk about transforming society,” he added.
Asked if there will be any last minute changes on the speech, he said, “I don’t expect any more changes but you never know.”
Deputy presidential spokesperson Abigail Valte said the President’s speech will still be in Filipino just like his first Sona.
She said the President’s campaign slogan “kung walang corrupt walang mahirap” will still reflect in his speech.
“The President was elected with an anti-corruption platform. He will also share where he intends to bring the country in a year’s time,” she stressed.
Pressed for more details about the speech, Valte declined, saying she “purposely” avoided to see the draft to avoid premature disclosure of data on it.
She, meanwhile, said the Reproductive Health (RH) bill and the Freedom of Information (FOI) bill are most likely not included in the President’s speech.
This is despite calls from advocates of the controversial RH measure for the President to endorse the bill to lawmakers via his second Sona.
In a phone interview Monday, Philippine Legislators’ Committee on Population and Development (PLCPD) Executive Director Ramon San Pascual said they are hoping that Aquino would be able to help in the hastening the process of passing the bill.
“We certainly hope that he will endorse the RH bill to Congress. We have already expressed in many ways the people’s desire to see immediate passage of the bill. It’s in the hands of the President now,” said San Pascual.
He said an official, vocal, and direct endorsement by the Chief Executive would certainly help speed up the process.
“A Sona endorsement will assure passage of the RH bill even within this year,” believed San Pascual.
But Valte said the RH and FOI bills might not be included since there are ongoing discussions about the matters.
Last March, the House of Representatives began its plenary debate of the RH bill (House Bill 4244), with supporters and opponents engaged in lengthy and intense interpellations.
Senators, on the other hand, are looking to begin their own debates on the same measure in late July.
Aside from those mentioned, Valte stressed that unlike his predecessor, Gloria Macapagal-Arroyo, President Aquino will not use theatrics and props in delivering his Sona.
“He will not use human props. Wala sa ugali ng Pangulo ang ganun. He will just audio visual presentation,” she said.
She also noted that the President is not after impressing the public but he will just give a “true report” of the state of the nation.
Malacanang is not anymore looking forward for the presence of former President Gloria Macapagal-Arroyo at the Sona.
Arroyo’s camp earlier said that the Pampanga lawmaker will not attend the event to prevent expected scrutiny from Aquino.
Valte said they are expecting the Sona to be peaceful despite planned demonstrations from various militant groups.
About 8,000 protesters are expected to flood the streets leading to the House of Representatives in Quezon City, where the President will deliver his speech.
Aquino is set to deliver his speech at 4 p.m.
