House approves budget in record time

MEMBERS of the House of Representatives, mostly allied with the Aquino administration, registered an “overwhelming vote” for the “earliest ever approval” of the national budget Tuesday.
With a vote of 198-26-1, House Bill 5023 — the National Budget for 2012 — was approved around 5:30 p.m., just an hour after the House of Representatives resumed its plenary session.
“The overwhelming vote for the earliest ever approval in the House is above all a vote of confidence in the leadership of President Aquino,” House Speaker Feliciano Belmonte Jr. told reporters in a text message.
The “results-focused” budget for 2012 aims to deliver social and economic services anchored on good governance with funds worth P1.1816 trillion for government agencies. It is higher by 10.4 percent or P171 billion over the current year’s P1.645-trillion national budget.
House committee on appropriations chairman Joseph Emilio Abaya expects President Benigno Aquino III to sign the budget bill on December 15.
Once the proposed budget hurdles third and final reading in the Senate, members of the bicameral conference committee will agree on disagreeing provisions. The bicameral conference committee report will then be ratified in both chambers before Aquino signs the budget bill into law.
During the nominal voting, opposition lawmaker Zambales Representative Mitos Magsaysay almost broke into tears, saying she registered a “no” vote because her district will not benefit from the budget.
A staunch critic of the administration, Magsaysay is one of four lawmakers that are yet to receive their first tranche of priority development assistance fund (PDAF), more commonly known as “pork barrel”, of P35 million.
“They deserve to be sent to school, they deserve to get medical assistance. Why will I pass the budget if my district will not benefit from the budget?” she raised.
Also opposing the budget are other members of the minority bloc, including Camarines Sur Representative Diosdado “Dato” Arroyo, son of former President and now Pampanga Representative Gloria Macapagal-Arroyo; and Minority Leader Edcel Lagman.
Member of the progressive party-list bloc also registered “no” votes to the budget bill.
With the budget approval, the Department of Education (DepEd) will continue to receive the highest budgetary allocation of P238.8 billion: a 15.2 percent increase from its budget of P207.3 billion this year.
Also approved is the 43.9-percent increase in the budget of the Department of Social Welfare and Development (DSWD) to support the expansion of the Pantawid Pamilyang Pilipino Program (4Ps).
Before the budget approval, the small committee handling proposed amendments to the 2012 budget decided to delete the Miscellaneous Personnel Benefits Fund (MPBF). The provision would have allowed the government through the Department of Budget and Management to withhold funds from agencies enjoying fiscal autonomy for unfilled positions.
The funds under the MPBF provision, which will only be released once the unfilled positions are occupied, have been heavily opposed by the Judiciary, saying it violates the Constitution.
Other amendments also include an additional P91 million for maintenance operation and other expense of migrant workers and overseas Filipino resource centers, and the realignment of P500 million from the public-private partnership program of the Agriculture department to the Quick Response Fund.
House members also approved an amendment increasing the P300 per teacher chalk allowance under the Department of Education to P1,000. (Sunnex)
