Arroyo seeks medical treatment abroad

FORMER President Gloria Macapagal-Arroyo has been allowed by the House leadership to seek medical treatment abroad for her “unique” condition after the Justice department summoned her to attend an investigation on allegations of 2004 and 2007 election fraud.
The Department of Justice (DOJ) on Tuesday afternoon served its subpoenas to Arroyo, now a Pampanga lawmaker, in her office at the House of Representatives.
The subpoenas stemmed from electoral sabotage charges filed by Senator Aquilino “Koko” Pimentel III, and the charges filed by the joint panel of the DOJ and the Commission on Elections (Comelec) for allegedly violating the Omnibus Election Code.
The DOJ team also served subpoenas to former First Gentleman Jose Miguel Arroyo and 40 others in connection with the investigation being conducted by the Comelec-DOJ joint panel on the 2004 and 2007 poll fraud allegations.
Arroyo’s legal counsel, Raul Lambino, said it is the former President’s prerogative to attend the preliminary investigation scheduled November 3.
“I am not sure whether she will appear or not. It is her prerogative. She can file her counter-affidavit and I will file it,” Lambino said.
He said the Aquino government has left the Arroyo camp with no choice but to comply in answering the charges filed against the former President.
“It is expected they are going to do that. The Palace and DOJ has set a timetable. What else is left to do but to comply?” Lambino added.
Justice Secretary Leila de Lima and Comelec chairman Sixto Brillantes had earlier said that the panel will likely wrap up its investigation before year-end.
Meanwhile, Arroyo’s travel abroad to seek medical consultation with specialists has been approved by Office of the House Secretary General allowing her to travel in the United States of America, Germany, Singapore, Spain, and Italy.
The travel dates have been amended from September 18-October 11 to October 22 to December 5.
Deputy Secretary General Artemio Adasa, Jr. sent the approved travel request to the Department of Foreign Affairs and said that the Pampanga congresswoman will travel with her husband, aide-de-camp, and nurse.
Last week, Arroyo’s doctors at the St. Luke’s Medical Center in Taguig City said that the former President is no longer suffering from neck pain and shooting pain through arms and hands. She also feels no more weakness or numbness in her upper extremities which she complained of her before her third surgery last August.
Arroyo underwent her first cervical spine surgery last July 29. It was followed with two more surgeries in August after doctors found out that she had hypoparathyroidism which aggravated her condition.
Cavite Representative Joseph Emilio Abaya, an ally of President Benigno Aquino III, said that it should first be analyzed if the countries stated in the travel request of Arroyo correspond to the places where there are specialists that can treat her condition.
“Are there specialists or facilities here? If not, what are the countries that specialize in the illness and to tie that with the countries being applied for? If they have treatment that is much better than the Philippines, I see no problem,” Abaya said.
Abaya said it is common for any Filipino to consider the possibility of the former President opting not to return to the Philippines.
Arroyo’s camp will still need to seek the approval of the DOJ for her to travel abroad after being placed in the immigration watch list in connection with the plunder charges filed against her. (Sunnex)
