Accords to strengthen naval, tourism cooperation signed

FOUR bilateral agreements were signed by the Philippines and Vietnam on Wednesday, two of which covered mutual cooperation and information sharing between the navies of both countries, among others.
Malacanang announced this hours after President Benigno Aquino III received and met with Vietnamese President Truong Tan Sang at the Palace.
The Vietnamese leader is in Manila for a three-day state visit to mark the 35th anniversary of the diplomatic relations between both countries.
The two leaders witnessed the signing of four agreements at the Rizal Hall in Malacanang Palace after their meeting.
The first agreement is a memorandum of understanding “for the enhancement of mutual cooperation and information sharing” of both countries’ navies.
Under this arrangement, both navies are expected to conduct talks yearly, cooperate in naval technology and equipment, exchange personnel education and training, share information, and have its personnel interact with one another.
The second agreement covers the establishment of a hotline communication between the Philippine Coastguard and the Vietnam Marine Police. The mechanism enabled by the agreement will allow for regular sharing of information, including reporting of incidents that occur at sea, protection of marine resources of the two countries, preservation of marine environment, prevention of smuggling, drug trafficking, illegal immigration and piracy, and the conduct of search and rescue operations at sea.
The third agreement, known as the Philippine-Vietnam Action Plan 2011-2016, is expected to be a collaboration of all government agencies concerned from both sides.
The plan identifies 13 general areas of cooperation, including those pertaining to political, defense, security, economic, maritime and ocean issues, agriculture, fisheries and forestry, environment and climate change, energy security, tourism, health, education and culture, science and technology, social welfare and development, and regional and international cooperation.
The fourth agreement, the Tourism Cooperation Plan 2012-2015, is a consequence of the Agreement on Tourism Cooperation signed between the two countries in 1994. It aims to further strengthen bilateral tourism cooperation the conduct of joint tourism promotions, development of cultural tourism exchanges, human resource exchanges, exchanges on relevant tourism information, among others.
After the agreements were signed, the two leaders issued a joint statement, where they both pledged to deepen ties between the two countries.
“This afternoon talks were wide-ranging and in-depth and can only enhance bilateral relationships between Vietnam and the Philippines. We have, over the past year, shown that our agreements can work closer together, and our peoples can engage each other more deeply and more actively,” President Aquino said in his statement.
Also discussed during their meeting was the issues relating to the West Philippine Sea or East Sea as referred to by Vietnam.
“We reaffirmed the importance of the maintenance of peace, stability, maritime safety and security in the region,” Aquino said.
He added that both countries also agreed that a rules-based approach, adhering to international law, especially the 1982 UN Convention on the Law of the Sea (Unclos), is essential to pursuit of a peaceful resolution of the issues through multilateral dialogue and consultations.
He also emphasized the importance of the full implementation of the Declaration on the Conduct of Parties in the South China Sea signed in 2002 by Asean countries and China.
As the Asia-Pacific Economic Cooperation (Apec) and East Asian Summit (EAS) meetings will be taking place next month, Aquino said he and Sang affirmed that strong support for regional and international initiatives for development and security is important in advancing mutual interests.
“We both agreed to continue to strive toward a more comprehensive relationship, with an eye toward achieving enhanced total cooperation. I am confident that our meeting have helped set our two countries on a sure and steady path toward a more positive, dynamic and nurturing friendship that will best serve the mutual interest of Filipino and Vietnamese,” Aquino said.
On the part of Sang, he expressed hope that his visit in the country will deepen ties between Vietnam and the Philippines.
He thanked President Aquino for the “warm” welcome extended to him and his delegation.
President Aquino hosted a state dinner for Sang at 7 p.m.
Present during the visit of Sang in Malacanang were Foreign Affairs Secretary Albert del Rosario, Executive Secretary Paquito Ochoa Jr., presidential spokesperson Edwin Lacierda, Transportation and Communications Secretary Manuel Roxas II, and Finance Secretary Cesar Purisima.
Also in attendance were Foreign Affairs Minister Pham Binh Minh, Culture, Sports, and Tourism Minister Hoang Tuan Anh, Trade Minister Vu Huy Hoang, vice chairman of the President’s office Giang Son, and Vietnamese Ambassador to the Philippines Nguyen Vu Tu.
President Sang and his official delegation arrived at the Villamor Airbase in Pasay City via a Vietnam Airlines chartered flight at 1 p.m. on Wednesday. They will be staying in the country until Friday. (Jill Beltran/Sunnex).
