Government to spend P2B for calamity rehabilitation efforts

THE Philippines will spend P2.39 billion to carry out recovery and rehabilitation projects for victims of tropical cyclones and flashfloods from May to September this year, a Cabinet official said.
Flashfloods occurred last May in the National Capital Region, Autonomous Region in Muslim Mindanao (Armm), and in Northern Mindanao, Davao Region and Soccksargen, displacing 187,008 families representing 932,839 persons.
Likewise, five tropical cyclones entered the country, namely, Falcon in June, Juaning in July, Mina in August, and Pedring and Quiel in September, affecting 1.4 million families from different regions.
According to Social Welfare Secretary Corazon Soliman, the amount sourced from the agency’s Quick Response Fund will be used for projects that are designed to address the socioeconomic needs of the affected families and communities.
These projects are the Core Shelter Assistance Project (CSAP), Modified Shelter Assistance (MSA), Emergency Shelter Assistance (ESA), and Cash-for-Work (CFW) Project, which also include construction and repair of destroyed houses and community facilities, and garbage collection and management.
The CSAP will cost P816.48 million and will benefit about 11,664 families with totally damaged houses for P70,000 each unit.
The CSAP is the provision of structurally strong and indigenous shelter constructed in disaster-safe relocation/resettlement areas, which can withstand up to 220 kilometers per hour wind velocity, earthquake up to intensity 4, and other similar hazards.
It will be implemented by organizing the beneficiaries into the neighborhood association for shelter assistance together with local government units (LGUs) and partner agencies.
For the MSA, P17.85 million will be needed to help 357 families in Soccksargen and Armm to build new houses at P50,000 per unit.
The MSA is the provision of limited financial or materials assistance to augment resources of families in constructing houses but with modified structural design based on cultural, economic, religious, and political realities of the beneficiaries.
The department will need P268.72 million to implement the ESA, which will benefit an estimated 53,743 families with partially damaged houses. ESA is the provision of limited financial or materials assistance to beneficiaries.
Moreover, around P1.16 billion is needed to implement the CFW program for 530,737 families who will be given cash assistance equivalent to 75 percent of the regional wage rate in their respective regions for 10 days.
CFW aims to hand out cash grants to disaster victims in exchange for rendering community service, such as the repair of damaged community facilities.
The CFW is implemented in partnership with LGUs and other government agencies, such as the Department of Public Works and Highways (DPWH), Department of Agriculture (DA), and Department of Environment and Natural Resources (DENR), among others. (Virgil Lopez/Sunnex)
