Hundreds to picket House for RH bill

AT LEAST 1,000 advocates of the Reproductive Health (RH) bill will picket the House of Representatives Monday to push for a vote on the controversial proposal.
Philippine Legislators’ Committee on Population and Development Foundation Inc. (PLCPD) said in a statement Sunday that the 10-year wait for the passage of a law that will give Filipinos access to family planning options has gone long enough.
In fact, the group’s media advocacy officer Vigie Benosa-Llorin said it is “more than enough.”
She said advocates from different sectors will attend the protests set for Monday to Wednesday to “demonstrate advocates’ revulsion (at) how Congress is delaying the passage of a very crucial piece of legislation.”
The House is set to continue debates on the bill on Tuesday, a day after it ends a month-long break.
Originally filed during the 12th Congress, the first version of the RH bill had 35 House members listed as authors.
The consolidated bill that the 15th Congress is deliberating on has the names of more than 100 lawmakers, although three have since withdrawn as authors of the measure.
That bill is still in the period of interpellation (questions) and has yet to be approved on second reading. To pass, a proposal must be approved on third and final reading.
The Senate must also pass a counterpart bill on third reading before the bill goes through a bi-cameral conference committee to reconcile differences in the House and Senate versions. The unified bill will then be sent to Malacanang for President Benigno Aquino III’s signature.
Lawmakers opposed to the measure, including Cebu Representative Pablo Garcia and Sarangani Representative Emmanuel Pacquiao, have stood on the House floor to ask proponents questions on the bill.
The debate has gotten heated at times, with Garcia and Minority Leader Edcel Lagman exchanging words over arguments that the bill is a tool of US imperialism and violates the teachings of the Catholic Church.
Pacquiao, meanwhile, asked whether the RH bill is the best solution to poverty.
Majority Leader Neptali Gonzalez II had said passing the bill will be an uphill battle since not even the House leadership is set on getting it approved. Garcia, deputy speaker, is just one of the House leaders opposed to the bill.
House Speaker Feliciano Belmonte Jr. has promised to put the proposal to a vote. He also said there is a high chance that it will be approved.
Gonzalez said, however, that it will be difficult to bring to a vote since some House leaders are against the bill. “We are dicided here,” he said earlier this month.
PLCPD is a non-stock, non-profit organization composed of legislators from both houses of Congress. Lagman, one of the main proponents of the RH bill, is its chairman in the House while Senator Francis Escudero is chairman for the Senate contingent.
