Mayor to use Performance Challenge Fund for school buildings

MINALIN Mayor Arturo “Katoy” Naguit said Monday the P1-million Performance Challenge Fund (PCF) will be used for the construction of school buildings.
Naguit said the PCF was given by Interior and Local Government Secretary Jesse Robredo, through DILG-Pampanga director Angie Blanco, after Minalin town gained the Seal of Good Housekeeping (SGH) award.
He said the local government unit (LGU) of Minalin has also put up a counterpart of P1 million for the construction of school buildings.
“First of all, let me thank President Aquino and Secretary Robredo for this award and secondly to the department heads, Sangguniang Bayan (Municipal Council) and employees for believing in our ability to achieve great things. Truly, the support and oneness of our office and our fellow public servants were key factors in making all things possible,” Naguit said.
Naguit added that the SGH and medal of excellence is only the first of more awards to come, saying that the LGU will be more aggressive in joining similar contests to prove that this small town can compete among the best in the province and the country as well.
Meanwhile, Blanco said the PCF was awarded to the LGU of Minalin for its “good practices”, such as complying with requirements like transparency and good governance.
“To be able to compete for the Seal of Good Housekeeping, the LGU has to follow certain rules such as transparency, like posting of finances like the gender and development fund, 20 percent development fund and even funds from PDAF, public bidding. All these requirements and more were met by the LGU here,” Blanco said.
The SGH is a core program of DILG by which qualified LGU-recipients are given a financial incentive through the PCF, to jumpstart local development initiatives that are aligned with the national government’s programs for the attainment of the Millennium Development Goals (MDGs), tourism and local economic development, disaster risk reduction and management and solid waste management.
