Pampanga employees to get P40T bonus

Monday, December 6, 2010

CITY OF SAN FERNANDO – Pampanga Governor Lilia Pineda announced Monday the lump sum release P40,000 bonus for all the Provincial Government’s 2,051 regular and casual employees.

Pineda made the announcement during the opening rites of the 439th Pampanga Day celebrations at the Capitol Monday morning.

The governor said the bonuses would be sourced from the savings of the Provincial Government’s various departments. She said that “if in the past year, the employees were disappointed, this year their Christmas would truly be merry.”

The governor’s announcement was met with loud and long applause and cheers by the employees attending the flag ceremony, who were apparently surprised. Many jumped and shouted for joy, while others, unable to contain their emotions, cried upon hearing the unexpected announcement.

Pineda said that except for job-order employees, who are not qualified for the bonus, all regular and casual workers would receive the amount before December 15.

She clarified that last year’s supposed P20,000 Performance Enhancement Incentives (PEI), which were never given after getting caught in legalities, is not part of this year’s bonus.

“Actually, hindi ko alam iyon at hindi ko na sakop iyung 2009. Ito, marami tayong savings at ito ay ibibigay ko,” Pineda said. (I don’t know about last year’s bonus, 2009 is no longer my responsibility. But this year, we have plenty of savings, and I’m giving them to you.)

Historical bonus

“Masayang masaya ang Pasko. Thank you kay Governor, kay Vice Governor [Joseller Guiao] at sa Provincial Board!” exclaimed Milet Tecson, an employee of the Vice Governor’s Office.

An employee, who requested anonymity, said this is the first time in the history of the Capitol that employees were given a big Christmas bonus.

“The prevailing sentiment now is that we shall be able to pay for advances and loans gotten previously and still have enough to celebrate an abundant Christmas with the family,” the employee said.

The PEI is in connection with Administrative Order 3 signed by President Benigno Aquino III, where Section 4 allows the granting of the bonus as determined by the Provincial Government depending on the local government unit’s financial capability.

According to the Provincial Budget Office, the bonus will come from the general fund.

Eligible to receive the full P40,000 are those employees who have been in office for four months as of November 30, 2010.

Others would be receiving the bonus on a pro-rated basis as follows: three months but less than four months in office, 40 percent of the full amount; two months but less than three months, 30 percent; one month but less than two months, 20 percent; and less than one month, 10 percent.
