President of a wine wholesalers in Bordeaux, Georges Haushalter is the now the new leader of the task group set up at France AgriMer to devise a promotion strategy for French wine. Several French and European professional organisations have recently called for EU funding to be used for promoting wine within Europe as well as non-member countries.

“I support this initiative,” explains Georges Haushalter. “It is desirable that these funds be deployed on the European market, which represents 3/4 of the global wine market. It seems delusional to think that we can expand our wine export by focusing only on overseas markets. Certainly, they have high growth rates, but in terms of volume it remains a very small market compared to Europe. At the moment, overseas exports represent only 10% of the export market for French wine. We cannot depend on one wine market to counter the decline in the other markets.”

This demand for wine has come at a time when France has not yet exhausted its European funding for the promotion of wine exports. This funding was initially set at €40m, and then brought down to €23m to free up cash to during the economic crisis. Out of these €23m, only €18m have been used. “It’s obviously unfortunate that we are not making the most of this help. More than ever, French wine needs to be promoted on the international market, where our competitors have a lot of financial clout,” said Georges Haushalter. “The problem is that the rules surrounding the use of these funds are simply not appropriate in a time of crisis. To use this money, businesses must co-finance 50% of the cost of the promotions. But this year, many producers have reduced their promotional budget due to the crisis. Likewise, the interprofessionals, whose budgets are linked to the volumes recorded, have observed a drop in funding due to the small harvest of 2007. This rule of 50% co-financing is not adapted to times of crisis. As a result, we have spent €23m of EU money to ease the crisis although it is a measure without any future or any beneficial effect. Why not consider a general promotional strategy for French wine which is 100% financed by the EU? I believe that would be a much better investment for French viticulture in the medium term.”

Getting to the Clark Wine Center wine shop from Manila is quite simple:  after entering Clark Freeport from Dau and Angeles City, proceed straight along the main highway M A Roxas. Clark Wine Center is the stand-along white building on the right, at the corner A Bonifacio Ave.  From the Clark International Airport DMIA, ask the taxi to drive towards the entrance of Clark going to Angeles City.  From Mimosa, just proceed towards the exit of Clark and this wine shop is on the opposite side of the main road M A Roxas.
