Calamity fund law put on hold

CITY OF SAN FERNANDO — The new law on usage of calamity funds of local government units has been put on hold pending further discussions and evaluation.

The new law, described as “rather controversial” by League of Cities of the Philippines (LCP) president Mayor Oscar Rodriguez of this city, calls for the “banking” of calamity funds of local government units for five years. Until the five-year term lapses, such funds could not be used for emergencies and disaster response.
But during the forum on climate change and disaster risk reduction management last Friday at Heroes Hall, Rodriguez revealed that the LCP, in its national convention in Manila two weeks ago, has called for a review of the new calamity fund law.

“Gumalaw na kami last week sa general assembly. Ni-request namin na huwag munang ipairal iyan at pag-aralan ng maige. Baka sakaling kailangang amiyendahan ulit ang batas na ipinasa para magbigay diin sa ganyang klaseng so-called solution na para sa amin ay hindi tama (“We have made our move last week at the general assembly and requested not to have law implemented as, of yet as it still needs to be studied. We are anticipating a possible need for amendments to give emphasis to so-called solutions that as far as we’re concerned are not right),” Rodriguez told Sun.Star Pampanga.

Rodriguez revealed that Interior and Local Government secretary Jesse Robredo granted the LCP’s request to put the law on hold.

Rodriguez said that at the same time, they are working in Congress to amend the said law and to revert to the old provisions on the use of the calamity fund.

Rodriguez clarified that “stockpiling” the calamity funds of local government units would render them “inutile” and calamity-response insufficient.

He said it’s not enough that LGUs aim to keep the people safe from disasters or calamities. They have to have funds. “Can you imagine for five years hindi mo magagalaw iyan?” said Rodriguez. (Jovi T. De Leon)
