Hog farmers: We obey all safety standards

CITY OF SAN FERNANDO — Ten of the biggest hog farms in Porac town on Wednesday said they have been undertaking various measures to improve their operations, farm health conditions and the upgrading of odor-reducing facilities.
This was bared by Dr. Civilo Lima, a hog farm owner and spokesperson of the group, who presented the various steps undertaken by their members in improving the operation of their farms.
It can be recalled that an anti-pig farm group, Krusada Kontra Amoy, has been advocating for the closure of hog farms here to eradicate the foul odor that they claim have been causing health problems to the people.
Hog farming in Porac town started in the late 70s and 80s when the once dominantly agricultural eastern side of the town in Barangays Manibaug and Sta. Cruz were conducive for livestock and poultry farming.
However, according to Lima, the place saw to residential boom in the past years, with residents building homes in close proximity to the farms.
With the lack of proper land use plan, the situation began to tip against the hog farms.
Lima, in his presentation before members of the committee on environment and committee on health, said their members have put in place facilities like bio-digesters and odor reducing techniques to better eliminate the odor coming from their hog farms.
“Our members have started doing improvements like employing the use of pits and even environment-friendly chemicals to lessen the odor coming from our hog farms. We have also been employing systems like closed ventilation buildings,” Lima said.
Lima also defended their group, stating that there are over 40 other hog farms in Porac and Angeles City but their group seems to be singled-out as the only culprit to the foul odor.
Lima said hog farms can operate within the parameters of health and sanitation standards, but a good number of farms and pig owners here should also be checked by the government.
Committee on health chair Monina Laus expressed concern that there should a municipal profiling of all commercial and hog farms in Porac town to effectively determine the problem on foul odor. Laus said those unwilling to institute measures to reduce foul odor and improve their health standards within their farms should be immediately closed by the local government.
We cannot eliminate, only reduce
Regional sanitary engineer Manuel Castro explained during the hearing that odor coming from hog farms cannot be totally eliminated. However, he said that it could be reduced to a level that is within the prescribed health standards.
Castro also said that foul odor coming from hog farms has not been proven to affect pregnancies as claimed by complainants. However, Castro said a comprehensive health examination should be conducted to address the current health conditions of residents.
The DOH representative also said that hog farms, like the once presented by Lima’s group, should be enthusiastic with installing measures that would improve their standards of operations.
Permits freezed
The Health Department of Porac town, in its statement before the hearing, said that all permits of hog farms in the town have been put on hold until proper measures and health standards and complied with.
In fact, the Barangay Council of Sta. Cruz has passed a resolution of non-issuance of barangay permits to hog farms.
Laus, for her part, said hog farms which comply with the standards set by law and those which have substantially met requirements by the Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau (EMB) are entitled to operate under the necessary permits.
The Provincial Board clarified that it is giving a grace period of one month for all hog farms to comply with the necessary standards.
Meanwhile, hog farm owner Johnson Dycaico expressed his concern that all hog farms in Porac town are being branded as non-compliant with health standards.
He urged observers to give due credit to hog farms who have been doing their part in complying with regulations and have been very cooperative during provincial government discussions.
