Board nixes water district abolition

THE board of directors of Metro Iloilo Water District (MIWD) is not keen on the abolition of Iloilo City’s lone water distributor.
Mayor Jed Patrick Mabilog earlier launched a signature campaign in the city’s 180 villages calling for the abolition of the beleaguered water district following an ongoing conflict between its board of directors and management.
MIWD board chairman Dr. Danilo Encarnacion said that instead of abolition, the board bats for a public private partnership that will reform and strengthen the water district’s operation.
He added that the board also believes it is more practical to replace MIWD general manager Le Jayme Jalbuena if found guilty of dishonesty and grave misconduct charges.
Jalbuena allegedly connived with the interim board of directors created by the Local Waterworks Utilities Administration (LWUA) to approve and disburse P17 million for grocery allowance and productivity incentive bonus, which had been consistently disallowed by the Commission on Audit.
Jalbuena had disbursed the amount through an alleged illegal resolution of said interim board on December 14, 2010 despite the 20-day temporary restraining order and mandatory injunction order issued by Regional Trial Court Judge Edgardo Catillo on December 13, 2010.
