Education tops development council’s priority

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez said the Regional Development Council (RDC) will prioritize education after budget resolutions were submitted during its recent half-day meet.
The Department of Education (DepEd) in Central Luzon sent waves as it asked the RDC to approve some P7.2 million funding, reportedly for books, construction and repair of classrooms, and other improvements the agency is short of.
“We have to consider the limitations of DepEd’s budget limitation considering a sharing mechanism,” said Rodriguez who chairs the RDC.
The sharing mechanism Rodriguez discussed was a joint counterpart agreement where the local government unit would construct a school building or classroom.
He said it is a means to address the shortage of classrooms, as initiated by the League of Cities in the Philippines, which he also heads.
“We have to consider the limits of DepEd considering the sharing. Through the mechanism, we can encourage serious leaders to allocate funds for school building programs. There is the big possibility that will result to billions which DepEd may not be able to counter,” he said.
“I was told by [Education] Secretary Luistro, in concurrence with the President [Benigno Aquino III] that this scheme [sharing, partnering and counterparting] ay hindi nila pababayaan. Kung kukulangin iyan ay dadagdagan ng pondo. What is important is within two years, ma-solve ang problema,” he added.
Rodriguez said that the RDC is giving priority also to the development of tourism.
“Income-generating iyan at dyan tayo nagkukulang. Maximize natin niyan,” he said, as he appointed Angeles City Mayor Edgardo Pamintuan to head the tourism committee.
At the same time, the RDC approved for the construction of a building for the Department of Foreign Affairs (DFA) Regional Consul, as requested by acting DFA head Arturo Romua.
Rodriguez assured stakeholders that the budget proposals for 2012 are real and approvable.
“Wala itong pambobola. Line budgeting, eh. Hindi puwedeng bolahin. This is what it is really kung hindi, tatamaan sila,” said Rodriguez.
