Arroyo camp denies government’s offer

THANKS, but no thanks.
This was the response of the camp of former President Gloria Macapagal-Arroyo after the Aquino administration offered to shoulder her medical expenses following a Department of Justice (DOJ) decision to deny her request from leaving the country.
“Thank you for the offer but we will proceed with our case at the SC (Supreme Court),” Arroyo’s spokesperson, Elena Bautista-Horn, said.
“If we accept, parang sinabi namin na okay lang ma-curtail ang rights niya,” she added.
Arroyo and her husband, former First Gentleman Jose Miguel “Mike” Arroyo, filed separate petitions at the High Tribunal early this week questioning an order that required them to seek government permission before going abroad.
Justice Secretary Leila de Lima placed the Arroyo couple, along with 41 others, in the immigration watchlist after being summoned by the DOJ to attend its preliminary investigation over electoral sabotage charges in connection to the poll fraud allegedly committed during the 2007 midterm elections.
Arroyo’s camp is hopeful that the SC will rule in their favor and will issue a temporary restraining order (TRO) on the implementation of the watchlist order. They also asked the High Court to declare DOJ Circular 41, which granted De Lima the power to issue a watchlist order, as illegal.
President Aquino said meanwhile that the government is willing to shoulder medical expenses for Arroyo’s treatment.
Arroyo’s camp said the former President needs treatment for her hypoparathyroidism and bone mineral disorder. The procedure to cure such condition, they said, is only available abroad.
“It’s not that easy to bring in specialists. Appointment pa lang mahirap na,” Horn said.
San Juan City Representative Joseph Victor “JV” Ejercito, son of former President Joseph Estada, agrees with Aquino’s proposal because “Arroyo is too big a fish to let go”.
Citizens Battle Against Corruption party-list Representative Sherwin Tugna, for his part, said the President’s move only shows how compassionate and humane he is.
“That is a brilliant idea so as not to violate the right of a person to seek medication but at the same time, protecting valid state interest to seek justice from past misdeeds,” he said in a text message.
Bayan Muna party-list Representative Neri Colmenares, an Arroyo critic, meanwhile disagrees with Aquino, saying the only solution would be for the DOJ to speed up the filing of charges to secure a hold departure order from the court.
“Bayan Muna disagrees with decision of President Aquino to spend the people’s money for the medical expense of President Arroyo. Bakit gagastusan ng naghihirap na taumbayan ang pagpagamot ng isa sa pinakamayamang tao sa Pilipinas. Maraming mahirap ang namamatay sa sakit ng walang tulong sa gobyerno,” he added.
Palace won’t withdraw offer to Arroyo
Meanwhile, Malacanang insisted that its offer to shoulder Arroyo’s medical expenses still stands despite criticism from several groups.
However, Presidential spokesperson Edwin Lacierda chose to dismiss such criticisms, saying that Filipinos’ “overall sentiment” shows that they approve of refusing to let Arroyo leave.
He noted that based on informal surveys, “the Filipino people would like to see Mrs. Arroyo treated here in the Philippines and that’s the reason why also we are volunteering to fly in the specialists of her choice.”
President Benigno Aquino III earlier offered to fly in foreign medical experts to examine Arroyo and conduct a bone biopsy, which is the procedure she supposedly needs.
Aquino also expressed willingness to pay for the hospitalization expenses of Arroyo, if necessary.
“The offer was extended in order to allow Mrs. Arroyo access to her chosen medical professionals– the very reason she was requesting to travel abroad, in the first place– without compromising the interest of the people. No one is above the law; by that token, nobody should be beyond its reach,” he said.
He added that Arroyo’s refusal to accept the offer further strengthen doubts about her primary reason to go abroad.
“Certainly it strengthens the people’s perception on the real reason for the request to travel…The issue was answered squarely by the President. We will bring in a specialist of your choice. So it primarily addresses the issue of medical treatment. Now they’re changing the tune,” he said.
