Capitol Trains KALAM for Deputation on Anti-Overloading Law

In a bid to effectively and efficiently intensify its implementation of Republic Act No. 8794, the provincial government conducted a one-day seminar on the deputation of concerned personnel of Kapampangan a Lulugud at Matapat (KALAM), the implementing arm of quarry operations in the province on the anti-overloading law.
Environment and Natural Resources Officer (ENRO) Arthur Punzalan said that the activity aimed to provide the participants with adequate knowledge on the anti-overloading law.
He added that close coordination with the Land Transportation Office (LTO) and the Department of Public Works and Highways (DPWH) are being undertaken by the province to ensure that all pertinent angles in the law implementation are sufficiently covered.
Earlier, the provincial capitol purchased six weighing scales to facilitate the implementation of the anti-overloading law in Pampanga.
Danilo Flores, officer-in-charge of KALAM’s weighing scale operations, said that about 45 location shift supervisors, checkers and drivers stationed in barangays Cangatba and Upper in Porac, Dolores in Mabalacat, Dau in Lubao and Villa del Sol in the City of San Fernando attended the seminar held at Benigno Aquino Memorial Hall, Capitol compound.
“These participants will be deputized by LTO relative to the implementation of anti-overloading law as soon as the necessary requirements are completed,” Flores said.
In a related development, he reported that KALAM personnel stationed in the various location sites have been conducting registration of quarry trucks since last week.
“Of the almost 600 trucks registered, we have noted that 70 to 80 percent are overloaded,” Flores said as he added that they hope to complete the registration of the targeted 3,000 quarry trucks at the end of this month.
The allowable load is 13.5 tons per axle load which is equivalent to 13,500 kilograms per axle load.
Flores said that the once the registration is completed, they will then submit their findings to the Provincial Administrator and the governor for appropriate action.
Ronald Dabu, LTO chief of office for Bataan province, discussed with the participants the do’s and dont’s in apprehending the violators and stressed that such task is a very big responsibility and must be done with utmost seriousness and professionalism.
“Bear in mind that you are representing the provincial government and the LTO as deputies, so do your duties well as what you do would benefit the entire province and its populace,” Dabu said.
He also lauded the governor and the provincial government for their wholehearted support and commitment in the implementation of the anti-overloading law.
