Cordillera crime rates up in first half of 2011

CRIME rates in the Cordillera Administrative Region are increasing with Baguio City claiming the highest crime volume compared to six other provinces in the region.
Police Regional Office (PRO)-Cordillera Regional Investigation and Detective Management Chief Joseph Adnol reported to members of the Regional Peace and Order Council (RPOC) a surge in crimes against persons and properties with a concentration mostly in Baguio City.

Shooting incidents, meanwhile, remain high in Bangued, Abra.
Baguio ranks first in terms of crime volume with 3,190 reported cases, followed by Benguet with 502, Abra with 459, Mt. Province with 397, Ifugao with 238, Kalinga with 214, and Apayao with 56.
The city also has the highest monthly crime rate at 196 cases monthly, followed by Mt. Province with 45 cases and Abra with 37 cases.
Average monthly crime rate in the region is at about 60 cases monthly, with Baguio City reporting an increase from 3,142 crimes reported in 2010 to 3,190 reported cases this year.
Criminality assessment from January to May 2011 showed a 6.5 percent increase in criminality this year, with 5,056 crimes committed or 293 cases more compared to 4,763 cases recorded in the same period last year.
The total crime volume is composed of 1,856 non-index crimes while 3,200 are composed of index crimes with physical injury cases, leading the list with 1,361 recorded for the first five months of the year.
The list of leading index crimes is followed by theft, with 1,216 cases, 421 robbery cases, 67 rape cases, 64 murder cases, 41 homicide cases, 24 carnapping cases, and six cattle rustling cases.
The region’s police were able to clear a few cases with only a 19.88 percent crime clearance efficiency registered in the region in the past five months.
Adnol said cleared cases involve at least one of the offenders being charged before the courts.
In the region, the Ifugao Police Provincial Office filed the most number of cases in the courts.
Solved crimes in the region still remain low with the Cordillera’s police only posting 11.79 percent crime solution efficiency.
As to their arrest rate of wanted persons through their “Implan Tugis” activities, Adnol said they have already arrested 357 wanted persons or 20 percent of the total 2, 533 wanted persons on their target list for the same period.
In the past 10 years, the region’s police have recorded 2,427 unsolved crimes in the Cordillera region.
Some of these cases have been solved through the years, said Adnol, but 563 more remain unsolved in the region.
For the first five months of 2011, 66 of the unsolved cases were solved by the region’s police.
He added that PRO-Cordillera will address the increasing crime rates with their Police Integrated Patrol System by connecting with community-based Barangay Police Action Teams.
Another thrust of the regional police is the institutionalization of reward system in the province through the provincial peace and order councils.
In Friday’s turnover ceremony of chairmanship of the RPOC, outgoing chair Benguet Governor Nestor Fongwan said continued cooperation and coordination efforts among member agencies is needed to address increasing criminality in the region.
Incoming RPOC chair and Ifugao Governor Eugene Balitang said monitoring of crimes and arrests of criminals are important, but solution of cases should also be given weight by law enforcers in the region.
