Ex-Subic Bay exec appointed BCDA head

OLONGAPO CITY — Former Subic Bay Metropolitan Authority (SBMA) chairman Felicito Payumo was appointed as chairman of the Bases Conversion and Development Authority (BCDA) last Monday.
BCDA is the government agency tasked with converting former American Military bases into economic zones.
Payumo will replace Aloysius Santos, who headed the BCDA since November 2006.
Payumo, businessman Mike Macapagal and former Bataan Gov. Ding Roman were rumored to be appointed as head of SBMA under the Aquino administration.
Both SBMA chairman Feliciano Salonga and SBMA administrator Armand Arreza’s appointment is until September 2011.
Payumo served as SBMA chairman from 1998 to 2004. Before joining the BCDA, he was congressional representative of the first district of Bataan and was principal author of the Build, Operate, and Transfer Law, the Philippine Economic Zone Authority Law, and the Act converting the military bases into special economic zones.
One of the most recent projects of BCDA is the Subic-Clark-Tarlac Expressway that opened the door for faster travel to and from Subic to Clark, Tarlac and Metro Manila.
Since its creation in 1992, the BCDA has generated P50.822 billion from the disposition of former Metro Manila camps, primarily Bonifacio Global City, Market! Market!, Serendra, McKinley Hill, JUSMAG Property in Fort Bonifacio and the Villamor Air Base, among others.
Under Republic Act 7227 (Bases Conversion and Development Act of 1992), the BCDA is mandated to convert former US military bases and Metro Manila military camps into productive civilian economic growth centers that will generate business opportunities, jobs and economic activities.
