Guv agrees with group: No permits to hog farms

CITY OF SAN FERNANDO – Governor Lilia Pineda expressed support for a green group’s call not to issue new business permits to piggeries and poultries in the town of Porac here.
Pineda said she told Mayor Condralito Dela Cruz not to issue business permits to piggeries and poultry farms in his area until there are no more complaints against them.
Late last week, Pinoy Gumising Ka Movement (PGKM) president Ruperto Cruz appealed to Porac officials to hold the issuance of new business permits to at least 14 big hog farms there.
“No permits, no licenses should be issued. Local officials should consider the welfare of their constituents by not allowing these hog farms that emanate a foul smell to operate,” he said, adding that these farms should cease their operations until they have been properly inspected. Cruz said the public needs relief from the stench.
The PGKM has been rallying against the hog farms for more than 10 years now. The group wants beleaguered farms to be closed down or relocated immediately.
Pecson’s farm
Aside from discouraging Porac officials from issuing business permits, Pineda said she has also told them to check on the maintenance of Magalang Mayor Romulo Pecson’s hog farms.
“Why is there no foul smell from the hog farms of Pecson? So I told Dela Cruz and Vice Mayor Dexter David to check on Pecson’s maintenance strategies,” she said.
Pineda said, however, that she would like to discuss the issue with officials of the Department of Environment and Natural Resources [DENR] in Central Luzon.
“The final decision on whether these hog farms would operate or not is in the hands of the DENR. They can even order the local government unit [LGU] not to issue permits to those piggery operators,” Pineda said.
She added that the environment agency and the LGU should work together in resolving the issue.
As of press time, Dela Cruz has not responded to Sun.Star Pampanga’s text messages or calls asking for his comment on the issue.
‘Writ of Kalikasan’
Should the LGU issue business permits, however, PGKM president Cruz said they will file a class suit against local officials, invoking the Writ of Kalikasan, which is a new mandate that the Supreme Court defined as a “remedy available to a natural or juridical person, entity authorized by law, people’s organization, non-governmental organization, or any public interest group accredited by or registered with any government agency, on behalf of persons whose constitutional rights to a balanced and healthful ecology is violated or threatened with violation by an unlawful act or omission of a public official or employee, or private individual or entity, involving environmental damage of such magnitude as to prejudice the life, health or property of inhabitants in two or more cities or provinces.” (Charlene Cayabyab)
