Lawmaker calls for stockpiling of rainwater to address droughts

A PARTY-LIST lawmaker on Monday called on the Department of Public Works and Highways to carry out Republic Act 6715 or The Rainwater Collector and Springs Development Act to lessen flooding and landslides during the wet season and save fresh water for use during dry spells.
Under the law which Congress passed in March 1989, “The Department of Public Works and Highways shall, within 30 days after the approval of this Act, undertake the construction of water wells, rainwater collectors, development of springs and rehabilitation of existing water wells in all barangays in the Philippines in such number as may be needed and feasible, taking into consideration the population, hydrologic conditions, costs of project development and operations, financial and economic factors and institutional arrangements.”
LPG/MA Representative Arnel Ty, a member of the House Committee on Public Order and Safety, also urged communities to aggressively collect rainwater not only to reduce the hazards associated with heavy rainfall but also to prepare for recurring drought and excessive heat.
Ty has filed House Resolution 1573, urging the House Committee on Ecology to inquire, in aid of legislation, into the “inadequate performance” of RA 6715 that mandates the installation of rainwater receptacles in all barangays.
He lamented that previous administrations had failed to forcefully carry out such law.
“Harsh climate change has made large parts of the country highly vulnerable to the disastrous consequences of intense rainfall half of the year, to include the loss of human lives and the destruction of public infrastructure, private property and farm produce due to flooding and landslides,” Ty said.
“Persistent droughts in the other half of the year also threaten to wipe out farm harvests due to the critical lack of water for irrigation,” Ty said.
The party-list lawmaker also disclosed that some 72.9 percent of Metro Manila and between 68 to 90 percent of the land areas of at least 19 provinces are “susceptible to landslides.”
Citing a report from the Department of Environment and Natural Resources (DENR), Ty identified the 19 provinces most exposed to landslides, and the percentages of their respective land areas deemed at risk as follows: Misamis Occidental (90.3 percent); Quirino (87.1 percent); Bulacan (86.7 percent); Basilan and Bukidnon (both 84.7 percent); Surigao del Norte (82.6 percent); and Quezon (82.1 percent).
The DENR report also identified Camarines Sur (78.6 percent); Lanao del Norte (77.6 percent) Camarines Norte (77.4 percent); Zamboanga del Norte (77.3 percent); Northern Samar (74.5 percent); Pampanga (74.4 percent); Pangasinan (71.5 percent); Davao Oriental (70.9 percent); Southern Leyte (70.1 percent); Aurora (68.9 percent); North Cotabato (67.9 percent); and Sulu (67.4 percent).
