Limlingan: Proposed Postponement
HERE we go again.
For quite a number of times, there have been proposals moving for the postponement of the barangay elections all over the country. Since the enactment of the 1991 Local Government Code, empowerment of barangays came back to life, with Republic Act 7160 setting the outline of our local officials’ hierarchy from the provincial level down the barangay.
The code has empowered barangays, which includes the power to raise revenues and to enter into income-generating activities. In short, barangays were given some corporate powers. With the empowerment of barangays in different aspects of governance, Punong Barangays (barangay chairmen, barangay captains) were made governors and mayors in their respective units considered as the basic form of a local government.
Barangay officials were given the sword and the purse in order to supposedly provide basic public services to communities. With the power and money (funds), many became interested in joining the race to becoming a local official every three years.
Since barangays have the highest number among the local government units, conducting an election in the barangay level is too costly, costing the government millions of pesos term after term of our barangay officials.
Another proposal brewing in Congress is the postponement of the barangay elections that is slated to be held on October of next year. One of the most popular reasons of proponent lawmakers is the lack of the required budget for the elections, despite the fact that the national government is allocating funds for the polls every election year.
No doubt, barangay elections are really costly not only for the candidates but also for the government since the latter has to shoulder a variety of election materials and the payment of election workers particularly public school teachers who will be utilized for the polls.
Election lawyer Romulo Macalintal has called it unconstitutional to postpone the barangay elections since it extends the term of office of our barangay officials while depriving others their right to run and hold public office. It merely lengthens the governance of the sitting incumbents without refreshing their mandate. The government may save a lot of public funds but this denies the right of the electorates to choose whom they believe would deliver best the basic services rendered by our barangay governments.
There are more or less 588,000 barangay officials in the land and this number would benefit from the postponement, should the proposal will be realized. Of course, those who would benefit from the postponement will owe allegiance to the proponent should the election be postponed.
I remember having heard during my younger years that barangay officials then were simply appointed by the mayor, thus sparing the government from spending too much for the elections. The appointed ones obeyed their appointing authorities, owing their public positions to the latter. Thus, there is discipline in the chain of command.
Many would agree if I say appointment is better than postponement if we decide to follow the old rules.
Today, if the voting public has elected righteous barangay officials, they would either be for the postponement of the barangay elections. If they have put to office irresponsible ones, they are for the elections. The incumbents for sure would opt for the postponement since they would be given additional period for their terms of office and they will be spared too from the rigors and expenses of campaigning even if it will just be in the barangay level.
I am quite sure that many will still try to attempt to postpone the elections especially those who are seeking national positions. Quid pro quo.
