Mayor presents multi-sectoral council in Geneva forum

Rodriguez, at the conference dubbed “Cities, The Laboratories of the Future,” presented insights on “Horizontal Governance” and “Making Governance a Shared Responsibility: The Case of the Multi-Sectoral Governance Council (MSGC) of the City of San Fernando.”
In his presentation, he described in detail shared governance in the Philippine setting according to the Local Government Code of 1991 and the reality that it only acts as a “rubber stamp” where people’s participation in the local development council (LDC) in most places in the country has not gone beyond “tokenism,” where members merely give a stamp of approval on what has already been prepared by the local government unit through the City Planning Office.
“No real ownership happens because, oftentimes, the LDC only goes through the motions of approving programs funded from the 20 percent local development fund without real debate or discussion. In an attempt to cure this malady, I began involving private sector representatives in governance by creating many different venues where this could happen. However, there was no concrete organizational expression of shared responsibility in governance. The council automatically disintegrated as soon as its reason for being was served,” he said.
“Soon after, on January 16, 2006, leaders from different sectors of the City of San Fernando were gathered for the first time in a Consultative Working Session on the Public Governance System. Fellows from the Institute for Solidarity in Asia or ISA came to discuss the principles of the Public Governance System. This, in turn, evolved, to become what is known today as the Performance Governance System or PGS, the local adaptation of the Balanced Scorecard System of the Harvard Business School,” he said.
“The consultative working session on the PGS was followed by a Multi-Sectoral Governance Summit that publicly launched the multi-sectoral coalition of San Fernando. Built on the principle that good governance is not the monopoly of government officials but a shared responsibility between the governors and the governed, all cities being initiated to the PGS process are expected to form multi-sectoral coalitions,” Rodriguez added.
He shared in the forum that Executive Order No. CMO2006-04 created the MSGC and was institutionalized by the City Council, with standing committees on environment, health, education, culture preservation and sports, public safety and order, trade, industry and economic development, transportation and infrastructure.
The MSGC has created a new governance “environment” where premium is put on the strategic themes “effective government, responsible citizenship, and sustainable development,” and where “all stakeholders are given the opportunity to serve their fellow citizens.
He also said the PGS has helped the City Government cope with trials and challenges in governance and was a significant step towards harnessing public-private partnership.
“The PGS has been used as a tool for initiating and pursuing a public governance improvement program with the participation of key stakeholders,” the mayor said.
Rodriguez joined 13 other mayors from Africa, the Americas, Asia and Europe in Geneva for the forum and series of workshops concentrating on the increasing importance of cities as innovators in managing global issues from climate change and growing inequalities, to migration, health and safety.
The forum was sponsored by Geneva City Mayor Pierre Maude and the Geneva Graduate Institute of International and Development Studies.
The gathering of global mayors highlighted the key role of cities in the international arena much that cities are increasingly being recognized as laboratories of the future, representing a tangible level of government where ideas are promoted, debated and implemented, and are spaces where global issues are tackled in innovative and creative ways.
It also featured a public conference around the theme “Cities and Global Governance,” as well as debates on the challenges international entities face when working at the city level.
Aside from Rodriguez’s presentation on horizontal governance, mayors from around the world shared best practices in global and city governance as well as in facing challenges like climate change and growing inequalities, migration, health and safety in panel sessions moderated by the Graduate Institute’s faculty.
