Mayor to defend IRA amendment in Congress

BACOLOR – Mayor Jomar Hizon will soon appear before the House of Representatives to defend House Bill 3711, which aims to exempt this town from the population formula used in determining the internal revenue allotment (IRA) of the local government as provided by the Local Government Code of 1991 (Republic Act 7160).
Hizon co-authored the bill along with 3rd District Representative Aurelio “Dong” Gonzales Jr., who filed the bill Thursday last week.
“[Gonzales] has already told me that the Congress would ask me to defend the HB,” Hizon said.
As provided by Section 285 of RA 7160, 50 percent of a local government unit’s IRA is determined by the local existing population.
Once in Congress, Hizon said he will tell lawmakers that Bacolor was agreed upon by neighboring towns of Guagua, Sto. Tomas, Minalin, Sta. Ana and the City of San Fernando to be the catch basin of lahar residue after the Mt. Pinatubo eruption in 1991.
“This agreement aims to protect the commercial district that is San Fernando. But it has caused destruction in our town so our people had to be relocated in other areas. Resettlement efforts dropped Bacolor’s population,” Hizon said.
The town’s recent population is around 25,000, excluding those resettled in other towns like Mabalacat and the City of San Fernando.
Although living in other towns, Hizon said resettled natives of Bacolor still avail of social services from his town.
“But how can we accommodate everyone if the IRA that we have is only enough for 25,000 people?” Hizon asked.
Should the bill become a law, Hizon said Bacolor natives, regardless of their place of residence, will be better served.
