Mindanao senator calls for probe into ‘Sendong’ disaster

ONE of only two senators from Mindanao has filed a resolution urging Senate hearings to find out “the factors that led to the humongous number of deaths and massive destruction brought about by [Tropical Storm] Sendong.”
The resolution was filed by Senator Aquilino Pimentel III, who hails from Cagayan de Oro, one of the worst-hit areas in Mindanao when the Cagayan de Oro and Mandulog rivers caused heavy flooding.
Classified as a tropical storm by the weather bureau, Sendong killed at least 1,400 people in Mindanao and the Visayas according to the National Disaster Risk Reduction and Management Council.
The massive death and destruction prompted President Benigno Aquino III to declare a state of national calamity, and the Foreign Affairs department to issue an appeal for humanitarian aid for calamity victims.
According to Philippine Senate Resolution 671, “even while rescue and relief efforts were still being done, there were already news reports of finger-pointing between the local government officials of Cagayan de Oro City and the officials of national government agencies like NDRRMC, the Philippine Atmospheric, Geophysical and Astronomical Services Administration, and the Department of Environment and Natural Resources, among others, as to where the fault or blame should be placed, given the huge death toll and massive destruction brought about by typhoon Sendong.”
Pimentel, who earlier hinted at calling for a probe into the disaster, said an investigation is needed “in order for the entire nation to learn a lesson from this tragedy, and possibly mitigate, if not prevent entirely, the loss of life and destruction of property during calamities, both natural and man-made.”
The resolution designates the Senate committee on the environment and natural resources, chaired by Senator Francis Escudero, but the hearings may include “other appropriate Senate committees.”
On Tuesday, Pimentel announced he would organize a multi-sectoral summit in Mindanao to assess the island’s disaster readiness, identify hazardous areas, and check existing infrastructure — including dams — in Mindanao.
Pimentel, who flew to his home city of Cagayan de Oro in late December, said he saw a lack of coordination between the national and local governments from warning residents of the danger posed by Sendong “up to the gathering of cadavers and their identification.”
“There was virtually no system (in place) as bodies were seen paraded in a dumpsite,” Pimentel said.
The summit will also identify the mining and logging areas in Mindanao, as well as who owns them. (Jonathan de Santos/Sunnex)
