Oil exploration with China to serve national interest, Palace assures

A JOINT Philippine-Chinese plan to explore for oil in disputed territory will serve the country’s interests, a Palace official said on Saturday.
Although talks for joint exploration are still in the nascent stage, the Philippine government will consider the parity of parties and ensure that it will serve the national interest, Presidential spokesperson Edwin Lacierda said over government-run dzRB radio.
He made this announcement after it was reported that the Sino Petroleum Corporation has reportedly agreed to conduct oil exploration in the West Philippine Sea—an area whose territory is disputed by both countries—under Philippine laws.
“What is important is the agreement will be fair to all concerned, that is the prime consideration but [talks are] still [in the] exploratory [stage]. But it is a good sign, it shows that both sides are still open to dialogue notwithstanding some agreements,” Lacierda said.
Sino Petroleum, a Chinese government-owned company, is reportedly prepared to invest over $1 billion for oil exploration alone. The project is part of the $2-billion investment package the Philippine delegation is expected to take home from the state visit of President Benigno Aquino III to China on August 31.
While the oil exploration project will not be discussed in the state visit, President Aquino will surely be bringing up issues regarding the West Philippine Sea with Chinese President Hu Jintao.
“We already know the positions of both countries and we will just be respectable towards each other,” he stressed.
The Philippines and China are among the countries claiming parts of the West Philippine Sea. The other claimant countries include Vietnam, Brunei, Malaysia and Taiwan.
The Philippine government, through the Department of Foreign Affairs, has repeatedly stressed its position that multilateral talks should be undertaken. It has also urged China to bring the issue before a tribunal backed by the United Nations, a proposal that Beijing has rejected.
Akbayan Representative Walden Bello, who recently went to the disputed territory, said another oil exploration only shows that the government has not learned from the consequences brought by the Joint Marine Seismic Undertaking (JMSU) signed by former President Gloria Macapagal-Arroyo.
The JMSU is an agreement policy between Vietnam Oil and Gas Corporation, China National Offshore Oil Corporation, and Philippine National Oil Company to explore certain areas in the West Philippine Sea.
The agreement was criticized since the agreement will explore mostly areas within the Philippines exclusive economic zone (EEZ) and not the EEZs of the two other signatory countries.
“Have we not learned from the JMSU? Such inconsistency in the policy will be exploited by the Chinese. Agree to maritime borders first before engaging in joint exploration schemes,” Bello said in a text message to Sun.Star. (Kathrina Alvarez/Sunnex)
