LUNGSOD NG MALOLOS – “Idemanda na natin ang mga local government units!”

Ito ang payo ni Obispo Pablo David sa mga lumahok sa dalawang araw na Ora Mismo Regional Summit for the academe and the environment na isinagawa sa Barasoain Center for Innovative Education (BarCIE) sa La Consolacion University-Philippines (LaCUP) sa lungsod na ito noong Mayo 15 hanggang 16.

Ito ay dahil sa hindi pagpapatupad sa Republic Act 9003 ng mga pamahalaang lokal sa Gitnang Luzon, bukod pa sa direktang paglabag ng mga ito sa nasabing batas na kilala rin bilang “Ecological Solid Waste Management Act of 2000.

Ang payo ng obispo ay kaugnay ng mas naunang pahayag ni Direktor Lormelyn Claudio ng Environmental Management Bureau (EMB) sa rehiyon na hindi siya pabor na idemanda ang mga pamahalaang lokal dahil umano “partner namin sila sa solid waste management.”

Ngunit hindi kumbinsido si David sa pahayag ni Claudio.

“Kung partner sila at wala silang ginagawa, bukod pa sa lumalabag sa batas, partners in crime iyan,” ani David na nagsisilbing auxiliary bishop ng Diyosesis ng SanFernando sa Pampanga.

Sa kanyang presentasyon sa mga lumahok sa dalawang araw napagtitipon, nagpahayag ng kalungkutan ni David sa pahayag ni Claudio, ngunit iginiit din niya na nauunawaan niya ang kalagayan ni Claudio.

“I think, NGOs are in a better position to file charges. Let us file charges against local government units,” ani ng Obispo at sinabing lumalabas na wala ng pag-asa ang mga Pilipino sa pagpapatupad ng batas.

Ipinaliwanag niya na ang RA 9003 ay noon pang taong 2000 napagtibay at sinundan pa ng isang circular mula sa Department of Environment and Natural Resources (DENR) kung saan ay itinakda sa taong 2006 ang pagsasara ng lahat ng open at controlled dumpsite upang palitan ng mga sanitary landfill.

Ngunit ayon sa Obispo, ang itinakdang deadline para sa pagtupad ay nawalan ng halaga.

Sinabi niya na karaniwan sa mga pamahalaang bayan, lungsod at panlalawigan sa Gitnang Luzon ay hindi sumusunod sa itinakda ng batas.

Bukod dito, maraming pamahalaang lokal ang nagpapatapon ng maruming tubig sa mga sapat at ilog dahil sa kawalan ng sewerage facilities.

“Pollution is not only caused by the private sector, but by the government itself, because they don’t have sewerage facilities,” ani David.

Kinumpirma naman ito ni Claudio na nagsabing ang mga pamahalaang lokal ang may responsibilidad sa pagpapatayo ng mga katulad napasilidad.

Sa mas naunang pahayag, sinabi ni Claudio na 88 sa 130 bayan at lungsod sa Gitnang Luzon ang nagpahiwatig ng intension para ipatupad ang solid waste management.

Ito ay nangangahulugan na 42 bayan at lungsod pa sa rehiyon ang di tumutugon at tumutupad.

Ang pagtugon ng 88 ay kaugnay ng pagsusumite ng EMB-III ng resulta ng imbestigasyon sa National Solid Waste Commission (NSC).

Ito ay sinundan naman ng NSC ng pagsasampa ng kaso sa Ombudsman laban sa mga nasabing pamahalaang lokal.

“It was the NSC that file charges before the Ombudsman, but as for me, I rather not file charges because LGUs are our partners,” ani Claudio.

Ang dalawang araw na summit ay nilahukan ng mga guro at mga kinatawan mula sa ibat-ibang pamantasan at pamahalaang lokal sa sa Gitnang Luzon.

Sa isinagawaang summit, kapansin-pansin na iisang halal na opisyal sa Bulacan ang lumahok sa dalawang araw na pagtitipon.
