Palace belittles another impeachment rap vs Aquino

MALACANANG on Thursday belittled another impeachment complaint filed by Marcos loyalist Oliver Lozano against President Benigno Aquino III after his administration rejected his predecessor’s request to seek medical treatment abroad.
Presidential spokesperson Edwin Lacierda said he was not surprised by the move of Lozano and doubted if the complaint will prosper in Congress.
“I don’t think any of his complaints have ever prospered,” Lacierda said.
Lozano on Tuesday filed, via a registered mail, a supplemental impeachment complaint against Aquino for denying former President and now Pampanga Representative Gloria Macapagal-Arroyo to leave the country to get a bone biopsy.
He said Aquino violated several provisions of the Constitution including Arroyo’s right to equal protection of the law, dignity, and right to health. He also accused the President of committing betrayal of public trust.
Copies of the complaint reportedly reached about 219 members of the House of Representatives.
Lozano submitted his second impeachment complaint after House Secretary General Marilyn Barua-Yap returned the first that he filed. The first cited Aquino’s alleged violation of the Constitution after he denied state honors for the late President Ferdinand Marcos.
Yap returned the first impeachment complaint after no legislator supported it. House rules state that at least one lawmaker should endorse the impeachment complaint.
“As such, we are constrained to return the same for your compliance of the aforecited Constitutional provision and Rule requiring a resolution of endorsement by a Member of the House to support the impeachment complaint,” Yap said.
In the complaint filed Wednesday, Lozano said Aquino violated the Constitution after the government disapproved the request of former President Gloria Macapagal-Arroyo to seek medical treatment abroad.
Arroyo has already filed a petition at the Supreme Court seeking a temporary restraining order on the watchlist order issued against her.
Meanwhile, House Majority Leader Neptali “Boyet” Gonzales II said the second impeachment complaint will likely have the same fate of the first as not one legislator will support it.
Earlier, Anad party-list Representative Pastor Alcover said he will file an impeachment complaint against Aquino after the government gave the Moro Islamic Liberation Front (MILF) a P5-million financial assistance.
The complaint, however, has yet to be filed before the Office of the Secretary General.
For his part Presidential Communications Development and Strategic Planning Secretary Ramon Carandang said Lozano “has an unhealthy fixation for impeachment complaints.”
“I hope Congress does not indulge him,” the Palace official added.
President Aquino has upheld the decision of the Department of Justice (DOJ) that refused Arroyo’s travel request, expressing concern that she might not return to the country to face various charges leveled against her.
He then offered to fly in foreign medical specialist to check on the condition of Pampanga congresswoman. He also suggested to shoulder the medical expenses of Arroyo, if needed.
The Palace spokesperson also belittled Lozano’s first complaint saying that it would only be “a waste of time” if the legislative branch will pay attention to it. (Jill Beltran/Kathrina Alvarez/Sunnex)
