Proposed anti-discrimination act to help fight vs Aids

BAYAN Muna Representative Teddy Casiño urged his colleagues in Congress to fast-track the passage of his proposed legislation which seeks to penalize discriminatory acts against gays and transgenders to help in the fight against HIV/Aids.
The party-list lawmaker, who recently went to Korea to attend the Aids Champions Meeting, noted that one of the challenges for Aids reduction was the discrimination against vulnerable sectors, particularly lesbians, gays, bisexuals, and transgenders (LGBTs).
“Many potential HIV carriers, whether gay or straight, refuse to undergo screening for fear of being discriminated against. It is important therefore for Congress to pass an anti-discrimination law in order to help in the fight against HIV/Aids,” stressed Casiño, author of House Bill 1483 or the Anti-Discrimination Act.
The Aids Champions Meeting was held just before the opening of the 10th International Congress on Aids in Asia and the Pacific (ICAAP10). The five-day conference brings together 2,500 delegates from 64 countries to foster regional cooperation in the fight against HIV/Aids.
“There have been great strides already in fighting Aids in the medical and scientific fields. What is lacking is the political will to achieve what many now say is the attainable target of zero infections, zero deaths and zero discrimination. It can be done if we work together,” said Casiño.
He said that Congress should revisit the Aids Prevention and Control Act of 1998 (RA 8504) in the light of new developments in the field, including the 2006 UN Declaration of Commitment on HIV/Aids and the resetting of targets for Aids reduction at the UN High Level Meeting on HIV/Aids last June 2011.
LPG/MA party-list Representative Arnel Ty, author of a House resolution pushing for a wide-ranging congressional reexamination of the 1998 Aids Prevention and Control Law, said in a press statement that HIV cases diagnosed in the country last July went up 56 percent with a record of 204 new HIV cases compared to the same month last year of 131 cases.Citing National Epidemiology Center data, Ty said 183 of the new HIV cases in July were males, while 21 were females. Their median age was 27 years. Those in the 20 to 29 age group comprised 63 percent of the cases.
He also said 63 percent, or 107, of the new HIV infections were detected in Metro Manila.
Ty said the National HIV and Aids Registry, which began passive surveillance of the disease in 1984, now lists an aggregate of 7,235 cases, including 884 with full-blown Aids. He said 37 percent of those with full-scale Aids have since died. (Kathrina Alvarez/Sunnex)
