Rama reminds Osmeña: I never meddled or complained when you were mayor

CEBU City Mayor Michael Rama is fed up with the public criticisms from Rep. Tomas Osmeña (Cebu City, south district) and would like the congressman to stop castigating him.

When his political ally was mayor, Rama pointed out, he never criticized Osmeña’s management style.

“At least ba nga masayod siya nga wa man ko manaway sa iyang panahon. Nanghilabot ba gud ko dihang siya pa’y mayor? (At least he’ll know that I never criticized him during his term. Did I ever meddle when he was mayor?),” Rama said.

Osmeña, however, didn’t let up. In a radio interview yesterday, he described Rama as inconsistent and called one of his advisers arrogant.

The congressman’s complaints about the mayor grew more pointed after the barangay elections in October, after their leaders reportedly complained Rama abandoned them.

Rama denied the accusation.

The rift worsened when Osmeña received no invitation to the the mass oath-taking ceremony of barangay officials, including opposition allies, at City Hall last month.

He also complained about Rene Mercado, reportedly a frequent visitor at City Hall and one of the mayor’s friends.

“He directs all the department heads in City Hall, he interviews suppliers. What’s his position? You know what? He says, ‘Prime mover!’ Sa ato pa, si Mike ang trailer (So that makes Mike the trailer),” Osmeña said.

Rama, however, was quick to defend Mercado, who he said represents the private sector in a group he created to address the problem of informal settlers, particularly those who sleep on the city’s streets.

Mercado isn’t paid by the City, Rama said. But he often asks his friend to help his administration in his private capacity. He also said Mercado was one of his “prime movers” during the election period last May.

Osmeña announced last Thursday he will not support the mayor if the latter seeks reelection in 2013 and might even contest Rama’s bid or support the incumbent mayor’s rival.

The congressman was also upset when he learned that Rama doesn’t give executive functions to all city councilors, which he delegated to them during his time.

Rama reiterated it’s his prerogative to delegate which function to the city councilors, as they were elected primarily for legislative work.

He recalled that he had also offered to help Cebu City Medical Center (CCMC) but was turned down.

“Kanang CCMC, nakatabang lang ko ana dihang ako nay acting mayor, pero dugay na kong ni-offer nga mutabang ana sa panahon niya (Osmeña).

Nireklamo ba gud ko? Wala! Kay iya nang prerogative (I only got to help the CCMC when I became acting mayor, but long before that, I offered to help. Did I ever complain? No, because I respected his prerogative,” Rama said.
