Senator doubts competence of ambassador to China

SENATOR Sergio Osmena III has again raised doubts about the ability of Philippine Ambassador to China Domingo Lee to represent the country when “he’s absolutely not qualified.”
“I can see several pending disasters that are going to happen if you put an incompetent person like Domingo Lee as ambassador to Beijing. I am appealing to the President to withdraw his nomination because it is not fair to the Filipino people, Osmena said.
Lee, whose confirmation was blocked at the committee level in September, failed to impress Osmena at a confirmation hearing Wednesday.
The senator said he advised Lee months ago to bone up on diplomacy and on diplomatic issues related to China but “until now, he doesn’t know anything.”
“I studied just to question him and I have about three dozen other things to do in the Senate. And this is your only job, and I know more than you do in this job. There’s something wrong there,” he said.
“He has never been trained in the arts of diplomacy, that’s a very sophisticated science where you need years and years of training in order to be able to deal with the most sensitive subjects,” Osmena, who promised to veto Lee’s confirmation, said.
Relations between the Philippines and China have been tested over a territorial dispute in the West Philippine Sea and Osmena said Lee’s alleged lack of experience could prove disastrous.
Senator Miriam Defensor-Santiago, former chair of the Senate committee on foreign relations, for her part, said she will presume competence on Lee’s part but that the ambassador must disprove criticism against him.
“Perhaps President Aquino, if I may be allowed to make this explicit, trusts him to deliver the message accurately between the two heads of state, because today it is very important that the two heads of state must have their messages transmitted to each other without distortions,” Santiago added.
Senate President Juan Ponce Enrile said Lee may have been less receptive to questions to avoid making statements that could “could exacerbate or affect his position (with China) because he’s going to be dealing with them.”
“Let Senator Osmeña finish his questioning and the others so that we can make a judgment,” he said.
Lee had been criticized at the confirmation hearing in September for not being a career diplomat, of alleged ties to Taiwan’s Koumintang party, and — at 76 — for being too old. (Jonathan de Santos/Sunnex)
