Support for farmer beneficiaries sought

A SENATOR urged Friday the departments of agriculture, agrarian reform and trade and industry to work with local governments in Tarlac following the Supreme Court’s ruling on the Hacienda Luisita case.
Senator Francis Pangilinan, chairman of the Senate committee on agriculture, said the move will make sure the distributed land will bring the farmers higher incomes.
“The end goal really ought to be increasing the incomes of our farmers. Many of our lands are idle and unproductive, forcing most farmers to resell lands given to them,” he said.
Pangilinan said the Comprehensive Agrarian Reform Program, which was started in 1988, has failed mainly because the program has focused on land distribution and not on increasing productivity of the distributed land.
He said without proper government support, the farmers may eventually be forced to sell their land to property speculators.
“The act of distributing lands will not mean anything more than a moral victory for the farmers if the government treats such as the end goal,” he said.
Pangilinan’s statement came as President Benigno Aquino III assured Friday that his relatives will respect and comply with the SC decision compelling the distribution of Hacienda Luisita land to farmer-beneficiaries.
The President said defying a ruling from the highest court in the land is not an option for the Cojuangcos, family of her late mother and former President Corazon Aquino.
The Cojuangco clan owns nearly 5,000 hectares of the agricultural estate in Tarlac, which the High Court on Thursday said should be distributed to 6,296 farm worker-beneficiaries who tilled the lands for years. The Hacienda Luisita Incorporated (HLI) was also ordered to pay the farmers P1.3 billion.
HLI also instituted a stock-distribution option during the administration of President Corazon Aquino, effectively making farmer-beneficiaries part-owners of the corproation.
The Department of Agrarian Reform (DAR) revoked the stock-distribution option in 2005, saying it had done little to improve farmers’ lives. That revocation was upheld by the Presidential Agrarian Reform Council in 2006 but was blocked by a Supreme Court injunction.
The decision this week revoked the injunction.
“When the Supreme Court made an order, there should really be compliance. I don’t think that is optional,” said Aquino.
The HLI can still file a motion for reconsideration within 15 days upon receiving the court’s order.
