Victim may have provoked gunman with her outburst, investigator says

HOMICIDE investigators are verifying the theory that a woman who was shot and killed right outside her subdivision may have provoked the attack.
They also revealed most of the subdivision’s security guards lacked licenses.
In an interview yesterday, PO2 Winston Ybañez of the Crimes Against Persons Desk (CAPD) of the Lapu-Lapu City Police Office said that murder suspect Randy Emborong may have shot Rose Ann Lapaz, 39, out of anger.
Emborong is an association dues collector of the Grand Pacific Villas in Sitio Masulog, Barangay Basak. He allegedly shot Lapaz, a resident, after she and her son argued with one of the guards who refused to let her drive into the village without a car sticker.
Ybañez said that a witness told him and his fellow investigators that just minutes before the incident, Emborong showed Lapaz the memorandum order from the subdivision homeowners’ association, which requires all subdivision residents to secure a car sticker.
But instead of heeding the order, Lapaz allegedly ignored the memo and shouted profanities at Emborong.
“Isagpa nang memo sa imong nawong (Slap that memo against your face),” Lapaz allegedly said.
Emborong, upon hearing Lapaz’s tirade, then allegedly went to the village guard house, just a few meters from where they stood.
Emborong came out, already armed with a shotgun belonging to security guard Rodolfo Cavalida, and shot the woman in her chest. The incident was witnessed by Lapaz’s son, Buenjer Acoril.
For now, Emborong remains at large.
Ybañez said it was not the only time that Lapaz and her family members argued with the village guards.
Months before, Lapaz and her husband, who is a foreign national, allegedly argued with
the guards about the car sticker, which has to be renewed each year.
Ybañez also revealed that majority of the security guards working for the subdivision had no licenses to work as guards.
They learned this after one of the guards, Elmer Villarba, revealed the matter when he was questioned last Saturday about the shooting.
Ybañez said two security agencies, St. Louise Security Agency and E and R Security Agency, provided the security guards in the subdivision.
The investigator said the city’s police have reported the matter to the Firearms, Explosives, Security Agencies and Guards Section 7 of the Philippine National Police.
