2 towns get performance challenge fund

CITY OF SAN FERNANDO — Two towns from the fourth district of Pampanga have received performance challenge funds (PCF), after complying with the prescribed requirements on “Seal of the Good Housekeeping” project by the Department of Interior and Local Government (DILG).
The municipality of Minalin and San Simon were given P2 million each by virtue of a memorandum of agreements executed between the concerned mayors and Secretary Jesse Robredo.
According to Minalin Mayor Arthur Naguit, the P2-million performance challenge fund shall be utilized for the construction of a school building with three classrooms.
Naguit, a first-term mayor, said at first he is hesitant to submit the requirements ask by the DILG considering that it involves full disclosure of financial statements of the municipality.
“Wala naman tayong itinatago kaya ibinigay natin ang lahat ng requirements kahit noong una ay medyo nagdadalawang isip tayo. Pero, ngayon hindi naman tayo nagsisisi,” he said.
Meanwhile, San Simon Mayor Leonora Wong stated that she is happy being chosen by the DILG as one of the beneficiaries of the PCF in the province.
The PCF is an incentive fund to LGUs in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program and funded the 20 percent Development Fund consistent with national priorities.
It is open to all provinces, cities and municipalities awarded with the Seal of Good Housekeeping provided that the LGU shall allocate a counterpart fund to implement capital investment projects aligned with the national development agenda and priorities.
The PCF aims to recognize good governance performance particularly in the adoption of “good housekeeping” governance areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement, and resource mobilization.
