40 of 907 pass principals’ test in Central Visayas

CEBU CITY — Only 40 teachers in Central Visayas passed the National Qualifying Examination for School Heads(NQESH), out of the 907 who took the exam last October 30.
The region got a passing rate of 4.41 percent, with Bohol Province having the most number of passers at 19.
Only eight in Cebu Province and three in Cebu City passed the exam, administered by the National Educators Academy of the Philippines (NEAP), the training arm of the Department of Education (DepEd).
Of the 11,778 teachers who took the exam nationwide, only 1,024 passed. DepEd announced the results last Thursday.
DepEd-Central Visayas Director Recaredo Borgonia said the region lacks qualified school heads or principals.
At present, those who serve as school heads in some schools have yet to pass the qualifying exam, Borgonia told Sun.Star Cebu Sunday.
The NQESH contained 170 test items covering nine areas: school leadership; instructional leadership; creating a student-centered learning climate; professional human resource development; parent involvement and building community; school management and daily operations; personal integrity and interpersonal sensitivity; English language proficiency; and reading comprehension.
The exam’s passing score is 90 percent. Jocelyn Untalan from Ilocos region and Nancy Sumagaysay from Southern Mindanao led the passers, both getting a score of 99.99 percent. See masterlist arranged by ranking.
Only those with at least five years’ experience as head teacher, teacher in-charge, master teacher and teacher III are qualified to take the exam.
Teachers paid P850 to take the exam.
The exam, developed by the NEAP in coordination with the National Education Testing Research Center, is administered in DepEd regional offices once a year.
Under DepEd Order 36, issued on April 2, 2009, only those who passed the qualifying examination and have undergone the required training can be promoted to the position of Principal I.
A school head must possess educational leadership, people leadership and strategic leadership.
Under DepEd Order 42, issued on July 4, 2007, schools division superintendents must designate teachers-in-charge in schools without principal items.
To become a teacher-in-charge, one must have three years’ teaching experience and undergo a screening process to be conducted by the division office.
Republic Act 9155 or the Governance of Basic Education Act of 2001 mandates that all public elementary and high schools or a cluster of these schools must have a school head.
The school head or principal is responsible for the administrative and instructional supervision of the school or cluster of schools.
The school head sets the mission, vision, goals and objectives of the school. He or she is also tasked to develop school education programs and school improvement plan. (Sun.Star Cebu)
