AFP commitment to world peace continues

CITY OF SAN FERNANDO – The Armed Forces of the Philippines (AFP) stands by its commitment to global peace with the continuing deployment of peacekeeping contingents outside the country.
AFP spokesperson General Jose Mabanta Jr. said the deployment of troops abroad will continue and will be funded under the United Nations Reimbursement Fund (UNRF).
Mabanta said P5.7 million of the P80 million UNRF goes to the AFP for its maintenance operating and other expenses while P74.3 million goes to soldiers’ salary.
He said as of today, 652 are deployed overseas for various UN Peacekeeping duties in Haiti, Liberia, and Golan heights; military observer duty in six countries and second postings in UN headquarters in New York.
“Aside from the P80 million spent, expenditures for the year 2010 for two deployments of three contingents reflected more or less P350 million.”
More or less P80 million for logistical requirements (pre-deployment, training, vaccine, physical examination, clothing and individual equipment, etc.), more or less P250 million for the soldiers’ in-mission allowance of personnel and more or less P20 million went to other peace keeping operation requirements (Basic training, training requirements, facilities, etc.),” Mabanta said.
To cover the P350 million expenses, Mabanta said UNRF is being utilized to support the soldiers’ in-mission allowance, combat clothing and individual equipment of contingents and individual deployment; inspection to mission area; training activities like peacekeeping operations training, UN military observer course, peacekeeping force staff seminar and other UN pre deployment training; equipment and service, construction, additional funds for repair and rehabilitation of PKOC facilities, medical requirements of contingent members/individual deployment such as vaccines and other medical supplies, pre and post deployment medical examination, maintenance and other operating expenses of contingent and other expenses that may be incurred by PKOC in support to its mission.
Utilization of the UNRF is based upon the fiscal letter dated December 15, 2008 entitled “Guidelines in the Utilization and Monitoring of the UNRF” which are in consonance with the existing accounting, auditing and disbursement rules and regulation of the AFP.
“Average remittances from the UN for two deployments of three contingents per year may reach P418.24 million assuming that our contingents are in full complement and fully satisfies what is indicated in the Memorandum of Understanding. This is payment by the UN to the Philippine Government, not to the individual soldier, for the cost of sending personnel; cost of providing clothing, gear and equipment of the individual soldier, payment of the UN for the use of the AFPs weaponry, and payment for any AFP personnel specialists (Explosive and Ordnance personnel, etc.),” Mabanta said.
