Aquino doubtful of recent survey on poverty

PRESIDENT Benigno Aquino III admitted Friday he was surprised by the recent Social Weather Stations (SWS) survey showing more Filipinos are going hungry and consider themselves poor.
In an ambush interview in Pangasinan, Aquino said he was doubtful of the result of the survey considering the sustainable livelihood programs the administration undertook for the past eight months.
“I even asked (Social Welfare) Secretary (Corazon) Soliman why the survey is like this when even the Labor department said there are improving number of jobs. The report of the business communities also said that there are actual jobs for our countrymen. Sometimes, I really cannot reconcile that,” he said.
The President pointed out that the bulk of the respondents were from Balance Luzon and National Capital Region, where minimal number of families benefitted from the conditional cash transfer (CCT) program.
“Unfortunately, the 400,000 additional beneficiaries of the CCT program bulk of it went to Visayas and Mindanao,” he said.
“The statistical sample used did not capture the beneficiaries of the CCT and if so, the result would have been skewed because more respondents would say that they were alleviated from hunger,” he added.
Aquino explained that the CCT program was concentrated on Visayas and Mindanao because the two regions recorded highest incidence of hunger.
He, meanwhile, downplayed the survey, noting that it does not mean the CCT program was not helping in the poverty level in Luzon.
Aquino said there about 1.3 million families set to benefit from the CCT program.
The SWS survey conducted last March 4 to 7 showed that 20.5 percent or an estimated 4.1 million families claimed that they have gone hungry at least once in the past three months. This was up from 18.1 percent (an estimated 3.4 million families) recorded in November 2010.
The survey also showed 51 percent or 10.4 million families consider themselves poor, two points up from November with 49 percent.
The area of Balance Luzon was the hardest hit with the hunger rates, the survey said.
