Aquino to new PNP chief: Bring back public trust

MANILA (Updated 12:03 p.m.) — President Benigno Aquino III on Friday challenged newly assumed Philippine National Police (PNP) Chief Nicanor Bartolome to further strengthen the morale of the police personnel and to bring back the trust of the people to the PNP leadership.
During the turnover ceremony at Camp Crame in Quezon City, the President said he expects Bartolome to surpass the foundation built by his predecessor Director General Raul Bacalzo.

He ordered Bartolome to intensify efforts to curb crime in the country.
“Kay Heneral Bartolome: hinihikayat kitang ituring na personal na adbokasiya ang mas masigasig pang pagtugis sa mga kidnapper, carnapper, at iba pang mga masasamang elemento ng ating lipunan,” he said.
Aquino directed the new PNP chief, who also came from his home province Tarlac, to further boost morale of the policemen and encourage them to clean their own ranks.
“Nais kong maramdaman ng bawat Pilipinong pulis ang panibagong kompiyansa at dangal tuwing isinusuot nila ang kanilang bughaw na uniporme, at ikinakabit ang kanilang tsapa sa kanilang dibdib,” he said.
“Nais nating lumaganap sa ating buong kapulisan ang isang sistema kung saan kapag may kabaro kang nangongotong at inaabuso ang katungkulan, hindi ka magdadalawang-isip na hulihin siya, dahil hindi mo hahayaang dungisan niya ang mayamang tradisyon ng PNP,” he added.
“Huwag na huwag mong bibiguin ang ating mga Boss,” the President told Bartolome.
Aquino, meanwhile, commended Bacalzo for his achievements in the PNP particularly in lowering carjacking incident rate.
He said carjacking incident dropped from 1,010 incidents from January to March last year, to only 460 cases in the first three months of 2011.
He also noted that the PNP was able to solve 75 percent of cases of car theft.
The President also lauded Bacalzo for maintaining the morale of his men despite the August 23 hostage crisis that tainted the image of the PNP.
As a move to improve the capabilities of the police personnel, they underwent several trainings to improve their capabilities including the Critical Incident Management and Specialized Unit Inter-Operability Training, said Aquino.
He said the improved skills of the police resulted in the successful recovery of 15 people held hostage by Kim-Kim Perez group in Agusan del Sur.
He also noted the successful encounter of the PNP against the New People’s Army in Panabo City, Davao del Norte; Lianga, Surigao del Sur; Trento, Agusan del Sur; and Mobo, Masbate.
In his speech, Bartolome said that he will focus on discipline in the PNP and he will carry on the programs of Bacalzo.
He thanked the President for his appointment.
He also thanked several former police officials who have helped him along the way.
