Arroyos want to criminalize lending of motor vehicles to drivers without license

Irresponsible vehicle owners who permit persons without license to drive their motor vehicle will soon be penalized once a bill criminalizing the offense is enacted into law.
Former president and now Pampanga Rep. Gloria Macapagal-Arroyo and son Camarines Sur Rep. Diosdado Arroyo authored House Bill no. 1581, which seeks to curb the rising incidents of accidents caused by inexperienced and unlicensed drivers.
The measure prohibits any person from permitting a motor vehicle owned or controlled by him to be driven by a person who does not have a valid driver’s license issued by the Land Transportation Office (LTO).
“By providing a strong deterrent against vehicle owners, it is hoped that the perils posed by inexperienced drivers will be reduced,” the Pampanga lawmaker said.
Citing statistics from the World Health Organization (WHO), Ms. Arroyo explained that an estimated 1.2 million people worldwide are killed every year due to road accidents, while as many as 50 million are injured or suffer permanent disability.
Under HB 1581 to be known as the “Motor Vehicle Safety Act of 2010,” violators shall be penalized with a fine of not more than P10,000 or imprisonment from one month to six months or both.
The bill also provides a penalty to any director, officer or agent of a corporation who shall violate any provisions of the proposed measure.
On the other hand, if the violator is a foreign juridical person duly licensed to engage in business in the Philippines, such license shall be immediately revoked.
Penalties would also be imposed on the director, officer or agent who authorized and performed the acts penalized under the bill.
Meanwhile, with the reported increase in carnapping incidence in the country, an administration lawmaker has proposed for the spot checking of all sports utility vehicles (SUVs) and other luxury car brands that have become favourite targets of car thieves.
Bagong Henerasyon (BH) party-list Rep. Bernadette Herrera-Dy also called owners of SUVs and high-end vehicles to voluntarily submit their cars to inspection by anti-carnapping enforcers in a bid to address the resurgence of car thefts that so far claimed the lives of three second-hand car sellers last week.
Herrera-Dy said police authorities noted that carnapping syndicates have become bolder, apparently due to the fact that stolen vehicles are seldom traceable, especially if sold to powerful and influential buyers who use them in the provinces.
“Spot checking can be an effective way of detecting carnapped vehicles. There is no way a stolen car carrying well-copied plates can be detected unless its engine and registration papers are verified,” she said. (By U.S. News Agency / Asian)
