CBCP to ‘improve’ stand on accepting ‘gambling’ money

THE Catholic Bishops’ Conference of the Philippines (CBCP) may issue a more defined policy concerning the acceptance of donations from “gambling” institutions, a church insider said Sunday.
“Posible na maglabas ng ganun, na parang more definition of its former statement on prohibition of receiving money from legal or illegal gambling. Meron na kasing statement na ganun e (There is already such statement),” said the insider who refused to be named for lack of authority to speak on the matter.
The CBCP, in its 2005 statement, declared that the bishops have made it a collective policy “to refrain from soliciting or receiving funds from illegal and legal gambling so as not to promote a culture of gambling.”
Just recently, at least seven prelates have been implicated in the Philippine Charity Sweepstakes Office (PCSO) fund mess, which has been investigated by the Senate Blue Ribbon Committee.
Church leaders who were named as among the recipients of sports utility vehicle (SUVs) from the PCSO were Butuan Bishop Juan de Dios Pueblos (Montero Sport), Bontoc-Lagawe Bishop Rodolfo Beltran (Nissan Pathfinder), Abra Bishop Leopoldo Jaucian (Mitsubishi Strada), Cotabato Archbishop Orlando Quevedo (Toyota Grandia Hi-Ace), Basilan Bishop Martin Jumoad (Mitsubishi Strada), Zamboanga Archbishop Romulo Valles (Toyota Grandia Hi-Ace), and Nueva Segovia Bishop Ernesto Salgado (Isuzu Crosswind).
The source said now that members of the CBCP have come out of their 103rd Plenary Assembly, it would be close to impossible that the CBCP will not issue a statement dealing with the controversy.
“It is expected. Sinabi din naman ni Bishop (Nereo) Odchimar na this matter of PCSO will also undergo a consideration by the Permanent Council,” noted the source.
The source, however, said it is uncertain whether the statement would specifically tackle the scheduled attendance of the seven prelates to the Senate probe on Wednesday, or the possibility of the implicated bishops returning the donations from PCSO.
To recall, the CBCP had ordered a probe on the SUV controversy. The investigation was first handled by the Episcopal Committee on Bishops’ Concerns, but was taken over by the Permanent Council last Saturday.
Aside from the SUV issue and the reports of the different CBCP commissions, matters that were discussed during the three-day plenary assembly were the Reproductive Health (RH) bill and the mining problem in Palawan.
Asked of the mood inside the Pope Pius XII Catholic Center, where the assembly was held, the source said it is just “ordinary”.
“It’s the usual ingay, laughter,” said the insider, adding the seven bishops linked to the PCSO fund mess are not being “outcast”.
The CBCP is expected to hold a press conference on Monday.
