Cebu governor approves P3-million aid for Sinulog

Governor Gwen Garcia approved Wednesday the release of the P3-million financial assistance to the Sinulog Foundation Inc. (SFI), which will cover the subsidy for out-of-town contingents and other expenses for the Sinulog 2012 activities.
SFI executive director Ricky Ballesteros and project director Dolores Suzara visited the governor in her office Wednesday afternoon to formally request for the aid.
“The assistance has not been released yet, but during our visit, she said she approved it,” Ballesteros told Sun.Star Cebu.
Earlier in the day, the governor said the Provincial Government has always been willing to help organizers fund the Sinulog activities, but the proper and formal way of requesting for financial assistance is to see her personally.
Ballesteros wrote the governor a letter requesting for Capitol’s help with the expenses for Sinulog 2012, which is expected to cost organizers up to P40 million, including the prizes for the winning contingents, the stage, grand finale and crowd control.
SFI is also spending P500,000 for the “See Cebu in a Carousel,” which features Cebu’s historical sites and tourist attractions printed on 15-foot tarpaulins. They will be installed in key areas of the 5.3-kilometer parade route.
Garcia said even her constituents who request for sponsorship of a town fiesta’s souvenir program are asked to see the governor personally and formally make the request.
Like courtship
“Mura ma’g manguyab, puros love letter lang. Atubanga sab ko ninyo oi (It’s like you’re courting me, you just send me love letters. Why don’t you come see me?)” she said.
She added that if organizers visit her, “they have nothing to fear anymore.”
Garcia said she’s already looking forward to joining Argao’s La Torta Festival dancers and Capitol department heads as guest performers in the Sinulog grand parade.
This time, the governor will be praying to the Sto. Niño for protection from calamities and for guidance for her to follow God’s will.
“I always look forward to dancing in the Sinulog as an offering of thanksgiving to Sto. Niño for continued protection and guidance,” said Garcia.
The La Torta Festival won first prize in the street dancing competition and third prize in the showdown competition in last year’s Pasigarbo sa Sugbu.
Carcar City and Madridejos, the grand champion and second placer in the Pasigarbo sa Sugbo, respectively, will be competing in the Sinulog grand parade.
Restrooms
At City Hall on Wednesday, Cebu City Mayor Michael Rama appealed to business establishments to make their restrooms available for public use so that devotees and revelers will be comfortable during the Sinulog festivities.
During the final meeting of the Sinulog organizers Wednesday morning, the mayor said he hopes the establishments will heed his plea as a way of showing tourists Cebuano hospitality, even if there is no ordinance requiring them to do so.
City Councilor Alvin Arcilla proposed last year an ordinance that sought to prohibit public and private establishments from denying non-customers use of their rest rooms.
Arcilla filed the ordinance after hearing tourists complain, especially during the Sinulog, about the practice of establishment owners to allow only paying clients to use their toilet facilities.
However, the ordinance was not approved by the City Council because of the strong opposition from owners of businesses, hotels and restaurants.
They argued that allowing the public to use their restrooms is “anti-business,” and that it would defeat the purpose of privacy and exclusivity.
But for Rama, everyone will have to cooperate to ensure the success of this year’s Sinulog, which he hopes would be “religious, spiritual, cultural, intellectual, safe, secure, clean and interactive.”
No bleachers
Rama, chairman of the Sinulog Foundation Inc. (SFI), also asked business owners in the city not to construct bleachers in front of their establishments because the sidewalks will be used by the Cebu Contractors’ Association (CCA).
CCA will set up bleachers along the 5.3-kilometer carousel route of the Sinulog grand parade. The bleachers will be able to accommodate some 9,000 spectators.
If establishment owners want to set up their own bleachers, Engineer Josefa Ylanan, the chief of the Office of the Building Official, said they will have to apply for a permit in their office.
Also on Wednesday, Senior Inspector Ranulfo Espina of the Cebu City Police Office said they already applied for the suspension of the permit to carry firearms outside one’s residence for the duration of the Sinulog celebration.
