Central Luzon records 83 human rights cases in 2010

CITY OF SAN FERNANDO — At least 83 cases of human rights violations in 2010 have been recorded in three provinces of Central Luzon, according to a study funded by international organizations.
The study conducted by Lawyer Al Parreño titled “Philippine Extrajudicial Killings: 2001-August 2010,” showed that there were 83 documented cases of human rights violations in Zambales, Pampanga and Bataan.
The study, funded by the United Stated Agency for International Development (USAID) and the Asia Foundation, also showed that the region has the most number of extra-judicial killings from 2001 to August 2010, with 62 incidences and 41 victims.
Of these numbers, Pampanga leads with 37 incidences and 41 victims among other provinces.
Meanwhile, Nueva Ecija and Bataan are among the top 20 provinces with the highest cases of extra-judicial killings in the country.
In the last three years, the study said human rights violations in the region were systematic, extensive, calculated and intense in scope and in depth, covering whole communities and featured with enforced disappearances and torture aside from extra-judicial killings.
Moreover, human rights victims were no longer individual targets because perpetrators extend the terror to the victim’s family and friends, inflicting psychological anguish.
As a way to address the human rights situation in the region, Defender of Human Rights in Central Luzon conducted a conference titled “Defenders Unite: Regional Workshop of Human Rights Defenders in Central Luzon” on Friday at the Social Action Center of Pampanga in Barangay Maimpis.
Among the guest speakers to the conference were Pampanga Archbishop Paciano Aniceto, former Governor Eddie Panlilio and Commission on Human Rights Regional Director Jazmin Navarro-Regino.
The conference will end with a workshop today.
