Clark: PH’s next ICT, BPO hub

CLARK FREEPORT – Executives here are optimistic that the Clark Freeport will soon be the country’s next destination in the Information Communications Technology (ICT) and Business Process Outsourcing (BPO) industry.

Frankie Villanueva, president of the Metro Clark ICT Council, said the Clark Freeport has gradually and steadily elevated its status as an ICT and BPO destination.

“I am very optimistic for Clark because soon this Freeport will be the Philippines’ next top destination for the ICT and BPO sector,” Villanueva said during the opening ceremonies of the “1st International ICT Conference and Expo” dubbed “Clark Conex 2011” held from Oct. 13 to 15 at the Fontana Convention Center here.

Villanueva said that in only a span of three years the Clark Freeport has carved its niche in the ICT and BPO industry.

This was seconded by the Metro Clark ICT Council Chair George Sorio, who noted that in December 2008, the Clark Freeport, along with Angeles City, the Municipality of Mabalacat and its barangay Dau, were cited as one of the country’s top 10 hosts for Information Technology (IT) and BPO industries.

Sorio added that in 2010, the Business Process Association of the Philippines (BPAP), Commission on Information and Communications Technology (CICT), and the Department of Trade and Industry (DTI) conferred the ICT Center of Excellence Award to Clark Development Corporation (CDC) during the 2010 Recognition Night of the Top Ten Next Wave Cities held in June.

According to Sorio, this is a strong indication of the huge potential of the Clark Freeport in terms of hosting multinational investors in the ICT and BPO sector.

Taguig City 2nd District Rep. Sigfrido R. Tinga, who was among the resource persons at the Clark Conex 2011, stressed that Clark “must be at the forefront” in the race for competitiveness in the industry.

Tinga, who is also the chair of the Information and Communications Technology Committee at the House of Representatives, further said that IT is the key to spurring development and progress in all sectors of society.

“It is up to us to choose if we want to live the conventional way or set our sights towards the direction that leads us to the future,” Tinga said.

Linda Pamintuan, who chairs the Subic-Clark Alliance for Development Council (SCADC), also shared Tinga’s views saying ICT “is the wave of the future.”

Pamintuan said the direction that the country must now take should be towards convergence. She cited the protocols that SCADC had implemented along the Subic-Clark corridor in cooperation with the CDC and other government agencies, which include, among others, the streamlined and paperless transactions when securing business permits and customs clearances.

CDC President Felipe Antonio B. Remollo lauded the efforts of the Metro Clark ICT Council for launching Clark Conex 2011 saying the event is also an ideal tool to assure that the human resources pool are matched with the needs of the industry.

Remollo said the impressive lineup of resource speakers would inspire and motivate both stakeholders and industry players to churn innovative strategies to improve and develop the ICT and BPO sector.

CDC Industrial Relations Unit Head Ervin Joy Rivera said Clark Conex 2011 aims to institutionalize Metro Clark’s reputation as the most viable investment and development destination in the global ICT, BPO and KPO map.

He added that the conference and exposition “will showcase Metro Clark and its constituents’ technical and competitive advantages in a global O&O downstream market.”

“It also solidifies its (Metro Clark area) niche as a credible Technology and Expo destination in Asia, capable of hosting the top players and investors in this multi-million dollar industry that has enveloped the planet,” Rivera said.

Rivera added that the event will highlight Metro Clark’s global tourist appeal because of its convenient “business-meets leisure” environment, its rich culture, wide array of entertainment and recreational getaways, and world-famous Filipino hospitality.
