Councilor willing to resume post

CITY OF SAN FERNANDO — A councilor said Wednesday that he will withdraw his resignation from a City Council committee should a resolution granting the cutting of trees along an avenue here is amended.
“I would come back as vice-chairman of the committee [on environment] if the resolution is amended,” said City Councilor Lito Ocampo, referring to Resolution 2011-021, which allows the Public Works department and the Korean Economic Development Cooperation Fund to “remove/earthball/cut the 24 various trees species along Jose Abad Santos Avenue and Lazatin Boulevard to give way” to the widening of the roads.
Last week, Ocampo, who said he was wearing two hats as a legislator and as an environmentalist, raised howlers at the plenary when he objected to committee chairman Reden Halili’s resolution, posing his verbal resignation after raising questions as to the authority to cut trees, his non-invitation to the March 15 committee hearing, and his claims that his objection was being “blocked”.
His actions were branded by his colleagues on the floor as “unparliamentary” despite persuasions for him to remain at his post.
But on Wednesday’s regular session, Ocampo invited to the plenary Save the Trees Coalition officials Cecille Yumul and Eugene Orejas to back up his claims.
At the same time, Ocampo filed a motion to rescind and repeal provisions in the resolution, particularly Provision 2, which allows for the cutting of trees.
He said Republic Act 3571 and Presidential Decree 953 do not allow the cutting of trees unless it s for public safety.
Ocampo also alleged that the resolution was lacking in compliance and violated internal rules and the local government code itself.
“I and officials of the Save the Trees Coalition were precluded and not given due notice of the [March 15] committee
hearing. It was agreed in the meeting that the trees will be earthballed and not cut. There is also no committee report. These are all violations of our internal rules,” he said.
He also opined to Sun.Star Pampanga that his request for a privilege speech was “railroaded”.
But many of Ocampo’s colleagues said he was again “out of order” during the session, where the gavel was banged several times by speaker pre-tempore Jimmy Lazatin.
Ocampo, as the minutes of the previous session were being motioned for approval, stood on the podium and delivered his motion and privilege speech.
A long debate ensued, where Ocampo insisted on delivering his piece and asking the presiding officer to allow the STC members to “testify” in his behalf.
Calls for “point of order” were sounded but Ocampo persisted, even as he was told his request would be accommodated under “other matters” in the session’s order of business.
Majority Floor Leader Alex Patio said that Ocampo’s actions, and his being too emotional, has put the integrity of the august body in question.
“There are too many conditions from him. We have procedures to abide to and we are lawmakers, not law breakers,” said Patio.
A long closed door executive session followed, where an amicable settlement was reportedly forged between Ocampo and Halili.
As the session resumed, Santiago declared that the concerns regarding the resolution should be brought back down to the committee level where another public hearing is to be conducted prior to its approval and to appropriately clarify the objections of Ocampo.
“In that hearing, we can allow stakeholders to raise their concerns but not here on the floor which our rules prohibit,” Patio added.
“His being an environmentalist could help us in the legislative body. But everything else that he wants must be put in the right perspective and in the right order,” Vice Mayor Edwin Santiago said.
