DoE invites firms to invest in natural gas projects

THE DEPARTMENT of Energy is seeking investors in six more crucial natural gas infrastructure projects that will require P12.8 billion in capital.
The construction of these pipelines is expected to help develop the country’s downstream natural gas industry, thus allowing the Philippines to diversify its energy and transport fuel sources.
Data from the DoE identified these projects as the 140-kilometer pipeline from Bataan to Manila (BatMan 2), which is expected to cost P5.95 billion; 35-km line from Sucat to Malaya, estimated to cost P1.32 billion; 40-km Edsa-Taft loop, worth P1.32 billion; and a 40-km pipeline from Batangas to Cavite (BatCave), seen costing P1.51 billion.
Some P570 million will be needed to construct a pipeline that will run from Sucat to Fort Bonifacio, while another P2.15 billion is needed to construct several natural gas pipelines going to Subic and Clark.
These pipelines are needed in tandem with the planned construction of new natural gas plant facilities, which may generate a total of 3,000 megawatts, and power plant conversion projects that may generate an additional 600 MW.
PNOC-Exploration Corp. earlier said it was in talks with three prospective foreign investors to explore joint venture partnerships to put up the BatMan 2 natural gas pipeline project.
According to PNOC-EC, it was negotiating with PTT of Thailand, Mitsubishi of Japan and Xinao Gas Holdings Ltd. of China for various projects related to BatMan 2, namely the construction and operation of a natural gas pipeline from Bataan to Manila; the setting up of a liquefied natural gas (LNG) receiving terminal; and the development of another greenfield gas-fired power plant.
PNOC-EC, the gas and oil exploration arm of state-owned Philippine National Oil Co., also revealed that it had conducted a preliminary survey of proposed sites for the LNG terminal and greenfield plant and potential gas markets.
It has listed Bataan, Zambales and Pampanga as possible sites.
Parent firm PNOC is spearheading the development of natural gas infrastructure projects, such as the BatMan 2, and had engaged the services of its subsidiary PNOC-EC to implement the projects.
