Group airs apprehensions on workers’ bonus
CITY OF SAN FERNANDO — A group, which introduced itself as Kapampangan Manalakaran Incorporated (KaMai) has expressed apprehensions on the granting of P40,000 bonuses to Capitol employees.
In a press statement sent to Sun.Star Pampanga Tuesday, KaMai said provincial officials should exercise prudence in granting the incentive to Provincial Government workers.
The Provincial Government of Pampanga has granted P40,000 bonus in the form of productivity enhancement incentive (PEI), to its more than 2,000 permanent and casual employees last year, while reports have it that the same amount will be given for this year.
This bonus is equivalent to P80 million for 2010 and another P80 million for 2011, or a total of P160 million.
Productivity enhancement incentive is granted under Administrative Order No. 4 (2010) and 24 (2011) in order to “reward for exceeding agency financial and operational performance targets and to motivate employee efforts towards higher productivity.”
The organization, however, said the local government units and their councils are admonished to “exercise prudence in the use of local funds. In determining the amount of the PEI, the council shall ensure that the same is reasonable and that the expenditure will not, in any way, adversely affect the delivery of services to the public.”
The KaMaI clarified it does not question the wisdom of granting bonuses to hardworking and deserving government employees.
“In fact, KaMaI strongly supports the institutionalization of systems of compensation and rewards comparable to private sector employees to further enhance their productivity and efficiency,” the KaMai stated.
“While the National Government is advocating for prudent fiscal spending, it is nonetheless sensitive in providing for such productivity enhancement incentive as a form of reward and encouragement to civil servants,” it added.
Prudence in fiscal spending and reasonableness of the amount granted in the form of bonus are clearly, specifically and categorically laid down in both Administrative Orders.
The monies granted to government employees in the form of salaries, allowances and bonuses are sourced from our hard-earned monies that were appropriated by the National Government in the form of taxes, the press statement indicated.
These taxes were exacted with the undertaking that basic services will be provided to all, irrespective of gender, age and status in life. Accordingly, measures were placed to assure the implementation of programs and projects for the benefit of the people, it added.
Along this line, the personnel services (or the payment for salaries and other benefits of employees) for local government units are limited according to their classification. Pampanga is classified as a first class province, which means that it can only allocate for the salaries and other benefits of its employees such amount equal to 45 percent of its total budget for the year concerned, according to KaMai.
“Hopefully, the granting of huge bonus even to non-performing employees, if any, will not in any way negate the value of earning from hard industry and diligence in work,” the group said.
It added that the P80 million would be more than enough to provide additional capital to at least 16,000 micro-entrepreneurs or build at least 106 classrooms benefiting more than 5,300 schoolchildren, or construct at least 19,500 linear meters of road, or assist at least 16,000 students in their college education, or provide health insurance to at least 130,000 indigent families, or health assistance to at least 80,000 indigent families, and others.
“Right now, most of the initial 100 Provincial Government scholars at Pampanga Agricultural College had stopped their schooling after the Provincial Government cut their scholarship grant. These students, who are in their third year of college education, are the children of farmers and indigent Kapampangans,” the statement read.
In line with transparency and accountability demanded from our government officials, KaMaI is asking provincial officials to inform the public on the basis for withholding the provision of the above stated services to our people while providing for such enormous benefits to its employees.
