Jail syndicate busted

CITY OF SAN FERNANDO — The Provincial Government has successfully busted the “untouchable” syndicate of inmates operating inside the Pampanga Provincial Jail for more than a decade.

Governor Lilia Pineda ordered a crackdown on reported extortion, proliferation of illegal drugs, and prostitution between men and women inmates inside the provincial jail.

Guided with the order, the acting provincial warden initiated the crackdown on the alleged illegal activities, involving provincial guards, personnel and inmates.

Nilo Villalon, acting provincial warden, said he implemented “Oplan Delta Force” after the instruction of former Lubao Mayor and now Executive Assistant Dennis Pineda.

He said Oplan Delta Force has identified existing major problems inside the provincial jail, involving provincial guards.

In his report to the Governor, Villalon said he issued administrative sanctions to some provincial guards and personnel for negligence of duty and has recommended for their suspension while others were transferred to other posts.

Villalon said he organized a crisis management team composed of trusted ranking provincial guards and selected inmates, who were assigned as action agents in covert operations. He also established an auxiliary force to identify inmates involved in illegal activities.

After consulting various groups inside the jail, Villalon said they were able to identify inmates extorting fellow inmates and others from religious groups, with the participation of some cohorts.

He said they have found out that the syndicate of inmates allowed, received and controlled the monetary donations from religious organizations and these were managed by their syndicate’s core leader identified as Jerry “Bro Jerry” Gavino.

Supporters of Gavino “locked themselves up” after orders of the said leader’s transfer at the Angeles City Jail came out.

A day after the approval of Judge Ofelia Tuazon Pinto, presiding judge of Branch 60, for the transfer of Jerry “Bro. Jerry” Gavino to the Angeles District Jail, he and his inmates “locked” themselves inside their cell as a show of disrespect to the court order.

They were reportedly considering on creating a disturbance and holding riots as protest to Gavino’s transfer.

This has prompted Pampanga Provincial Police Director Sr. Supt. Petronio Retirado to order the deployment of full combat police personnel at the jail.

Gavino, 46, married and a resident of Purok 3, Barangay San Juan in Guagua town, has been incarcerated at the provincial jail since November 21, 1995, and is facing nine counts of large-scale estafa with illegal recruitment before the Municipal Trial Court, 3rd judicial branch II in Guagua, and nine counts of the same offenses at the Regional Trial Court branch 60 in Angeles City.

Because of the commotion, a negotiating team has been formed, which later on gave Gavino ample time to peacefully submit himself.

Gavino eventually surrendered to the authorities without resistance or demands.

Before his transfer to Angeles District Jail, Bro. Jerry was taken to Diosdado Macapagal Memorial Provincial Hospital for a medical check-up. (Herbert P. Mapiles and Ria De Fiesta)
